SUBJECT: 2016 Employee Pay Plans - Resolutions No. 7646, 7647 and 7648
Action Sought
The Council is asked to offer Resolutions No. 7646, 7647 and 7648, establishing
employee wage levels for calendar year 2016, and move their adoption.
Background
Each year the City Council establishes the wages to be paid to eage of the City's
employee groups. With all three union contracts already settled for 2016, that
leaves wages for the following groups yet to be acted on: (1) Full-Time,
Non-Union Employees; (2) Part-Time, Temporary and Seasonal Employees; and
(3) Part-Time Fire Department Employees.
The requested action for each group is as follows:
Full-Time,Non-Union Employees
Resolution No. 7646 adopts a 2016 pay plan that provides for a 3% general wage
increase effective January 1, 2016. This is the same wage increase being provided
to the City's three union groups for 2016 under previously settled union contracts.
Part-Time, Temporary & Seasonal Employees
Resolution No. 7647 adopts a 2016 pay plan with several adjustments to individual
positions but no across-the-board increase. The proposed adjustments are as
follows:
•Elimination of Step 1 of Grade H to bring the plan into compliance with the
new state minimum wage taking effect August 1, 2016. Employees hired to
fill positions in Grade H will have a starting wage at Step 2 of the scale.
•Teen Center Supervisor and Huber Park Site Host are moved up one grade
into F to better differentiate between Teen Center Assistant and Teen Center
Supervisor and to make Huber Park Site Hosts equal to Service Desk
Attendants who have similar levels of responsibility.
•Changes the title "Aquatic Park Maintenance Laborer" to "Maintenance
Laborer II" and "Publics Works Maintenance Laborer" to "Maintenance
Laborer I" thereby creating the flexibility for both Parks & Rec and Public
Works to use either category, depending on the level of responsibility and
experience.
Part-Time, Fire Department Employees
Resolution No. 7648 authorizes the continuation of existing wage levels for
the City's paid-on-call firefighters and existing salary levels for the Department's
part-time officers. The hourly wage for calls, drills and meetings was increased at
the beginning of 2015 and remains competitive for the paid-on-call field.
Budget Impact
Funding for the proposed wage levels is included in the proposed 2016 operating
budget, which is also scheduled for Council action at this meeting.
Requested Action
The Council is asked to offer Resolutions No. 7646, 7647 and 7648, establishing
employee wage levels for calendar year 2016, and move their adoption.

A RESOLUTION ADOPTING THE 2016 PAY PLAN FOR CERTAIN
NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the
City Administrator is hereby authorized to issue warrants upon the City Treasury from and after
January 1, 2016 payable to the duly appointed non-union employees of the City of Shakopee, in
accordance with the attached 2016 Pay Plan, with an effective date of January 1, 2016.
BE IT FURTHER RESOLVED that all Resolutions in conflict with this resolution are hereby
repealed and terminated effective January 1, 2016.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this 15t day of December, 2015.

A RESOLUTION ADOPTING THE 2016 PAY PLAN FOR
PART-TIME, TEMPORARY AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA,that the
City Administrator is hereby authorized to issue warrants upon the City Treasury from and after
January 1, 2016 payable to the duly appointed non-union employees of the City of Shakopee, in

FOR PART-TIME EMPLOYEES OF THE SHAKOPEE FIRE DEPARTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA,that the
City Administrator is hereby authorized to issue warrants upon the City Treasury from and after
January 1, 2016 payable to officers of the Shakopee Fire Department, in the following amounts.

BE IT FURTHER RESOLVED, that the City Administrator is hereby authorized to issue

Paid-on-Call Firefighter $13.00 per hour $14.00 per hour
BE IT FURTHER RESOLVED that all Resolutions in conflict with this resolution are hereby
repealed and terminated effective January 1, 2016.
