Background Attached is a proposal from WSB Inc. to provide design services for the Hwy 101 Hydraulic Improvements. Due to development in the area, an additional outlet under Hwy 101 is needed. Recommendation Staff recommends authorizing the appropriate city officials to enter into an extension agreement with WSB Inc. to provide design services for this project. Budget Impact Anticipated cost for their services is $29,572.00. This project will be funded by the Trunk Storm Sewer fund. Relationship to Vision This supports Goal B: Positively manage the challenges and opportunities presented by growth, development and change. This work is a continuation of the Hwy 101 Study near the Amazon development that was recently completed in September 2015. Recommendations from that study were presented to Scott County in October 2015 for concept approval. The final concept will be selected and finalized as a part of this work. Outlined below please find the work plan associated with completing the improvement project. Task 1 —Refine the Existing Storm Water Hydrologic Model for the Area. This task consists of reviewing and refining the recently updated Storm Water XPSWMM model for the City of Shakopee, specifically the subwatershed that includes Amazon, Gateway South, and other tributary areas west of Shenandoah Drive. This review may also include the following: Review Parameters Used to Estimate Discharges This Task includes reviewing the general parameters used to establish the individual subwatershed discharges and finalize the model to accommodate recent changes in land use,etc. All analysis will be done using Atlas 14 runoff. Parameters reviewed typically include: acreage, land use,design rainfall event, impervious surface coverage, anticipated discharge rates, anticipated runoff volumes,etc. The flow patterns under Hwy 101 will be refined through this effort,and a final determination of peak discharges to be conveyed west will be determined. Recent updates to land use and regional ponding(Gateway South and future SPU sites)will be included in this overall analysis. Survey data will be required to confirm ditch grades and pipe locations and grade. The field survey fees will be added once the project limits have been defined. We estimate up to 24 hours of staff time for this effort(not including survey). This Task will utilize the design peak discharges determined in Task 1 and refine the developed concepts from the previous study and finalize the hydraulic design. We will review as-builts and perform field observation of existing storm water infrastructure including ditches west of Shenandoah Drive to determine the additional improvements required. We estimate up to 34 hours of staff time for this effort. Task 3—Develop Construction Documents for the Improvements. We will take the design developed in Task 2 and prepare construction level documents for the improvements. As a part of this Task,construction specifications will be created as required,along with an Engineer's Estimate. We estimate up to 101 hours of staff time for this effort, not including survey. We have included time for preparing a traffic control plan for Sarazin Street, if road closures are deemed necessary. Task 4—Work with City to Secure Permits,Approvals This Task will involve meeting with required permitting agencies and the Rail Road as needed and submit plans for approvals. We believe at this time that an additional culvert will be required to be installed under the RR for the Regional Pond/SPUC/and Amazon runoff. The approval from the RR is expected to be the most arduous approval!coordination necessary. We also know that final approval from Scott County as well as a ROW permit will be required, as well as coordination and approval from SPUC and the LMRWD. Additionally, right of entry agreements will likely be needed from SPUC and or Gateway. We estimate up to 50 hours of staff time for this effort. Task 5—Assist in Bidding of Improvements This Task will involve preparing an Advertisement for Bid and working with the city to upload the plans and specs on the Quest website for publication. We will also respond to contractor questions and request for clarification throughout the bidding process. We estimate up to 21 hours of staff time for this effort. Construction administration (including Shop Drawing review),construction inspection,and construction staking are not included in the scope of this proposal. We would be happy to provide these services on an hourly basis, upon your request. Estimated Cost Tasks 1 —5 are proposed to be completed on an hourly basis for an estimated not-to-exceed cost of$29,572. If the scope changes or additional options beyond that outlined above are requested, the fee above would increase accordingly. If field survey is ordered to complete Task 1, upon your approval, we will provide up to 2 days of field survey for an additional hourly not-to- exceed cost of$3,600. It is our understanding that you would like to construct these improvements right away in the Spring of 2016. Depending on timing and other factors, we may be able to combine this work with the 4th Avenue Reconstruction Improvement project, which may result in less fees in Task 5 but more importantly could possibly lower the construction costs of the improvements.
