SF AKOPEE TO: Mayor and City Council FROM: Jamie Polley, Parks & Recreation Director DATE: 11/17/2015 SUBJECT: Award of Contract for the Quarry Lake Park Pedestrian Bridge, Project No. PR2015-2 (A) Action Sought Award a contract for the installation of the pedestrian bridge at Quarry Lake Park. Background On December 16, 2014 the City Council approved the final design of Quarry Lake Park and authorized the development of plans and specifications. On April 7, 2015 the City Council supported the new construction timeline of the park that included bidding the park construction over the winter of 2015 and construction to begin in the spring of 2016. The project will include three bid packages; site work, building and pedestrian bridge. The site work and building packages will be presented to the City Council for approval and authorization to bid on December 15, 2015. On October 20, 2015 the City Council approved the plans and specifications for the pedestrian bridge within Quarry Lake Park and authorized the advertisement for bids to complete the work. Discussion The pedestrian bridge included in the project will link the trails outside of the park and Innovation Blvd to the internal park trail system over the Prior Lake Spring Lake Outlet Channel. The pedestrian bridge will also serve as the main connection for park users parking outside of the park to attend activities and functions in the park. The pedestrian bridge designed is a 10 ton bridge, 60 feet in length and 12 feet in width. The bridge will serve as a secondary emergency access to the park. The bid opening for the pedestrian bridge package was held at 10:00am on Thursday, November 12th. The low bidder for the project was J.F. Brennan Company, Inc. for the amount of$167,311.50. The bid has been verified and approved by the architect, WSB. Budget The Park Reserve has $1.7 Million allocated for the construction of Quarry Lake Park, including the pedestrian bridge. The engineer's estimate for the pedestrian bridge was $180,208.00. The low bid is under the engineer's estimate by $12,896.50. WSB recommends setting aside a 10% contingency in addition to the contract for additional unknown on the site that may change the construction. Staff is recommending setting aside a 7.5% contingency to keep the budget under the engineer's estimate in which the project budget was determined. Time line Much of the ground and abutment work can.be completed over the winter with the installation of the bridge in early spring. Relationship to Vision A. Brennan Company,Inc. out of Wisconsin. J.F. Brennan Company has a reputation for quality work in marine and environmental remediation related projects. We recommend that the City of Shakopee execute a contract with J.F. Brennan Company,Inc. for $167,311.50. We also recommend setting aside a minimum construction contingency of 10%of the construction budget to allow for any additional unknowns on the site that may require changes to the construction.
