SUBJECT: Approval of Job Description for Technology Support Assistant and
Adjustment to Communications Coordinator position (E)
Action Sought
The Council is asked to adopt the attached position description for the position of
Technology Support Assistant, authorize placement of the position of Grade 5 of
the City's Non-Union Pay Plan, and authorize the reclassification of the
Communications Coordinator position to Grade 7 of the City's Non-Union Pay Plan.
Background
The full-time staff position of Telecommunications Coordinator is currently vacant
following the recent resignation of employee John Peterson. This position was
created ten years ago at a time when the City had a Telecommunications Advisory
Commission (TAC) and operated a Public Access channel and studio, in addition to
the Government Access Channel. In recent years, the public access studio has been
closed and both the public access channel and the TAC have been discontinued. As
a result, Mr. Peterson was managing the operation of the Government Access
Channel, creating original video programs, and using his remaining time assisting
with a variety of IT tasks.
Following Mr. Peterson's resignation, staff reviewed the position and the needs of
the City and is recommending that the position be replaced with a new position
titled Technology Support Assistant, which would be one pay grade lower than the
old Telecommunications Coordinator position, and would report to the IT Director.
It is also recommended that management of the Government Access Channel be
transferred to the Communications Coordinator, who will receive technical support
from the IT staff. Lastly, it is recommended that a portion of the salary savings
from the old position be utilized to move the Communications Coordinator position
up a pay grade. This is warranted by the increasing responsibilities of the
Communications Coordinator position, which include, but are not limited to, taking
on the responsibility of managing the Government Access Channel. While
originally more of a technical writing position, the Communications Coordinator
role has evolved into a more strategic one that reports directly to the City
Administrator.
Budget Impact
Replacing the Grade 6 Telecommunications Coordinator position with a Grade 5
Technology Support Assistant and reclassifying the Communications Coordinator
from Grade 6 to Grade 7 can both be accomplished within the funds originally
allocated for the Telecommunications Coordinator position.
Requested Action
The Council is asked to adopt the attached position description for the position of
Technology Support Assistant, authorize placement of the position of Grade 5 of
the City's Non-Union Pay Plan, and authorize the reclassification of the
Communications Coordinator position to Grade 7 of the City's Non-Union Pay Plan.

TITLE: Technology Support Assistant

SUMMARY
An entry-level position responsible for providing Tier 1 Help Desk support and assisting with the
effective and efficient operation of the IT Division.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides Tier 1 Help Desk support to network users; including password resets,printer assignments,and
basic troubleshooting. Responds to helpdesk tickets as able and escalates tickets as appropriate.
Manages City-issued cell phones, including additions, deletions and changes. Arranges for scheduled
upgrades and repair and/or replacement of lost or damaged phones.
Provides support for users of the City's audio-visual equipment and assists employees with
teleconferencing and presentation systems as needed.
Assists IT staff with purchasing tasks, such as collecting and organizing quotes, purchase orders, packing
slips and invoices.
Maintains accurate records of the city's IT-related service agreements, contracts and warranties. Plans
and prepares for their renewal as directed.
Maintains an accurate and organized inventory of deployed hardware and on-hand replacement parts and
equipment,such as extra monitors,keyboards, cables and adaptors. Ensures proper recycling and
disposal of surplus IT equipment in accordance with City policy.
Provides assistance in the research,planning and implementation of new hardware and software.
Performs other related duties as apparent or assigned.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
• Excellent organization skills.
• Working knowledge of the configuration,set-up and operation of modern office hardware,including
desktop,laptop and tablet computers, as well as printers, copiers and scanners.
• In depth knowledge of the installation,configuration and general use of the Microsoft Office suite of
software programs and the ability to acquire an understanding of the numerous specialty software
programs used by various City departments.
• Ability to communicate effectively in English,both orally and in writing.
• Ability to write reports,memos and business correspondence using proper spelling, grammar and
punctuation.
• Ability to read,analyze and interpret technical documents such as operating and maintenance
instructions,and procedure manuals.
• Ability to respond to questions and effectively present technical information to fellow City employees
with a widely varying degree of technical knowledge.
• Ability to define problems,collect data, establish facts,and draw valid conclusions.
• Ability to interpret and carry out instructions provided in written,oral,diagram or schedule form.
• Ability to maintain a high level of integrity and ethical performance at all times.
• Ability to maintain confidentiality of a wide variety of information to which the position provides
access(personnel data,law enforcement data,etc.)and to exercise appropriate judgment in the release

QUALIFICATIONS
Minimum Qualifications
Post-secondary education or professional certification in an IT-related field or equivalent work
experience in a network environment. Ability to pass a comprehensive background check; covering
criminal, financial, educational,employment and personal history. Valid driver's license.
Desirable Qualifications
Knowledge of audio/visual and/or video production equipment. Associate's degree in desktop support,
network administration or a closely related field from an accredited college or technical school.
PHYSICAL DEMANDS&WORKING CONDITIONS
While performing the duties of this job,the employee is regularly required to sit, stand and move about
the office;use hands to finger,handle or feel objects,tools or controls;bend,crawl and twist; and reach
with hands and arms. The employees is required to speak,hear and see in order to share information,
receive instructions, and complete tasks using a computer screen. The employee must be able to lift
and/or move up to 50 pounds.
The work environment varies and includes standard office settings,with moderate levels of noise
generated by conversations,phones and other office equipment; server rooms,with significant electronic
equipment generating heat and noise; and various other environments where City computer equipment is
housed,operated or installed, including the mechanic's shop,ice arena,outdoor pool and inside and
around emergency vehicles.
