No. 7635 (B) Action Sought The Council is asked to offer Resolution No. 7635, a resolution approving an amendment to the South Valley Health Campus PUD, and move its adoption. Introduction: Michael Morris, representing Saint Francis Regional Medical Center, has made application for a PUD Amendment to allow for construction of a 15,500 square-foot addition to the main entrance of the medical campus buildings. The proposed addition contemplates shifting existing tertiary retail spaces (pharmacy, optical, and CPAP) to the addition, as well as adding a coffee shop and patio area west of the building. The space currently occupied by retail spaces is proposed to be remodeled for medical uses. The proposed addition is directly south of the existing main entrance and requires a redesigned vehicle entrance for pickup and drop off, a reconfigured parking area, and removal of several existing trees. The applicant is also proposing an addition to the parking area south of Saint Francis Avenue and is in discussions with the City's engineering staff regarding an additional access to Saint Francis Avenue west of the existing main entrance (see attached elevations). Background: The initial South Valley Health Campus PUD was approved in 1994 and has had several subsequent amendments for different construction projects. The proposed uses of the addition comply with the PUD for the medical campus, however the entrance addition was not contemplated in previous amendments or site plans, thus a PUD amendment is required. Because the addition is greater than 10,000 square feet in area, the City Council is required by City Code to review the PUD amendment. The City Council will also be reviewing a Final Plat to adjust the property lines in the area of the proposed addition, since there are multiple property owners within the campus. The lot lines in this area are proposed to be reconfigured slightly to accommodate this project. The Council will also be reviewing a request for a vacation of a water main easement for a water main that is located within the footprint of the proposed building. Planning Commission Recommendation: At their November 5 meeting, the Planning Commission unanimously recommended that the City Council approve the requested PUD amendment. The proposed addition complies with the South Valley Health Campus PUD regarding the use of the structure and meets the criteria for granting a PUD amendment. Action Requested: Offer Resolution No. 7635, a resolution approving an amendment to the South Valley Health Campus PUD, and move its adoption. ' 0 . . . 1-- de .--- ' ,---- _.,,. ,,,,,,,,...: ._, 41) () z ..-;:„..:,,,,..--- ,i, :t c) ,00',A3--- 4. -,,/g : 1; 1 Fi >41Z Idi* 44 52 !Ai 0 1111 el RESOLUTION NO. 7635 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA,APPROVING AN AMENDMENT TO THE PLANNED UNIT DEVELOPMENT FOR SOUTH VALLEY HEALTH CAMPUS WHEREAS, Michael Morris, applicant and Saint Francis Regional Medical Center, property owner, has made application for an amendment to the Planned Unit Development for South Valley Health Campus; and WHEREAS, the property upon which the request is being made is legally described as: Lot 1, Block 1 St. Francis Medical Campus, Except that part lying south of the westerly extension of the north line of lot 6, said Block 1, and east of a line drawn 57.50 feet west of an parallel with the west line of said Lot 6 And All of Lot 2, Block 1, St. Francis Medical Campus, all in Scott County, MN; and WHEREAS, on November 15, 1994, the City Council of the City of Shakopee did approve Resolution No. 4120, approving the Preliminary and Final Development Plans for the South Valley Health Campus; and WHEREAS, the Planning Commission of the City of Shakopee did review the amendment to the Planned Unit Development on November 5, 2015; and WHEREAS, all required public notices regarding the public hearing for the Planned Unit Development Amendment were duly sent and posted and all persons appearing at the hearing have been given an opportunity to be heard thereon; and WHEREAS,the City Council of the City of Shakopee did review the amendment to the Planned Unit Development on November 17, 2015 and adopted the following findings: Criteria No. 1: Whether the proposed development is consistent in all respects with the comprehensive plan and with this section. Finding No.1: The use of the property is in compliance with the approved comprehensive plan, which guides this property for institutional uses. Criteria No. 2: Whether the proposed development, including deviations from design standards of the underlying zones, is compatible with surrounding land uses. Finding No. 2: The proposed amendment is for the front entrance and tertiary retail uses that are existing. The proposed building is compatible with the surrounding land uses. Criteria No. 3: Whether the proposed development,including deviations from development standards of the underlying zone,provides adequate open space, circulation, parking, recreation, screening, and landscaping. Finding No. 3: The applicant is proposing to revise the circulation on the site. Additional landscaping and parking will be required as part of this request. Criteria No. 4: Whether the primary function of the PUD is to encourage development which will preserve and enhance the worthwhile, natural terrain characteristics and not force intense development to utilize all portions of a given site in order to arrive at the maximum density allowed. In evaluating each individual proposal, the recognition of this objective will be a basic consideration in granting approval or denial. Finding No. 4: The South Valley Medical Campus PUD has already been approved by the City Council. The proposed amendment is for an addition that was not noted in previously approved plans. Criteria No. 5: Whether there exists an overall compatibility of land uses and overall appearance and compatibility of individual buildings to other site elements or to surrounding development. However,the architectural style of buildings shall not solely be a basis for denial or approval of a plan. Finding No. 5: The proposed addition is similar in architectural style to the existing buildings on the campus and is compatible with the surrounding land uses. Criteria No. 6: Whether the proposed PUD plan would afford a greater general public benefit than would be realized under the underlying zoning district and/or general zoning provisions. Finding No. 6: The proposed addition allows for additional services at the existing hospital campus. There is a definite public benefit to having a regional medical center in the community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA,AS FOLLOWS: That the Planned Unit Development for South Valley Health Campus is hereby amended to allow: 1. Pedestrian ramps must be added to sidewalks where appropriate. A sidewalk and associated pedestrian ramps must be added adjacent to the eastern driveway to the main entrance, to provide a direct route from the crossing of Saint Francis Avenue to the main entrance building. 2. The applicant must replace trees removed as part of this project, as well as plant additional landscaping required by the building addition. Placement, quantities, and species will be reviewed by the Natural Resource Technician at time of Building Permit or Grading Permit review. 3. The applicant must provide the Engineering Department a detailed impervious surface drawing for the entire hospital campus. The drawing must denote the total lot area, and total impervious surface area, including gravel. 4. The applicant shall provide the Engineering Department a detailed stormwater management plan in order to verify that the downstream stormwater basin is adequately sized to accommodate the proposed expansion. 5. Work within the Saint Francis Avenue right-of-way requires a Right-of-Way Permit from the Public Works and Engineering Department. 6. A sign permit is required for the replacement/relocation of the existing sign near Saint Francis Avenue. 7. The proposed parking spaces are 9' x 20'. The parking stall size in City Code has recently been amended and the applicant may reduce the size to 9'x 18'to comply with the new regulations. 8. The applicant must receive a revised easement agreement from Shakopee Public Utilities regarding the relocation of the existing water main for this project. 9. This amendment is strictly for the proposed entrance and revised parking areas. It does not replace or supersede any of the previous PUD resolutions or requirements.
