SHAKOP'EE TO: Mayor and City Council FROM: Bruce Loney, Public Works Director DATE: 11/04/2015 SUBJECT: Approve the Regional Sno-trail Route in Shakopee for the 2015-2016 Snow Season (D,E) Action Sought Approve a motion approving the Temporary Regional Sno-Trail Routes in Shakopee for the 2015-2016 Snow Season as shown on the attached maps. Background The Memorial Park Pedestrian bridge has been closed due to its condition and is not to be reopened. (See Activity Report) This bridge has been used by snowmobiles as the connection to and from the Minnesota River to Canterbury Park and beyond. A meeting was held on October 27, 2015 between the DNR, Scott County, Snowmobile Club, Three Rivers, SMSC, City staff and bridge consultant. At this meeting, the City informed everyone that our bridge condition report was done and the bridge simply has too many deficiencies to be repaired and should be removed. The main objective for the meeting was to find a route for snowmobiles to use as the regional trail for the 2015-2016 snow season. Attached are three maps as follows: 1. Minnesota Valley State Trail (DNR Trail) 2. Proposed Temporary Shakopee Snowmobile Trail Route (DNR) 3. Temporary Regional Sno-Trail in Shakopee One obstacle is how to get snowmobiles across the Mill Pond Channel and this is accomplished by use the CH 101 Mill Pond bridge. Scott County will allow this with the use of J-barriers to prevent snowmobiles from entering on the highway. The City will do snow removal on the trail up to the Dangerfield driveway. The Snowmobile Club will grove a trail along the bituminous trail and onto the bridge. Another change is the trail going along CH 101 to Sarazin Street, then on the east side of Sarazin Street to 4th Avenue and on the north side of 4th Avenue to Shenandoah Drive and then along the east side of Shenandoah Drive to Canterbury Road. The attached map shows the proposed temporary route. Staff is in agreement with the alignment for one year with a commitment from the DNR to work on a permanent solution. Also staff will be receiving insurance from the Snowmobile Club on use of the 3 acre City property to access the DNR in the RV Park. It should be noted that permission is necessary from the SMSC who own the RV Park now. Attached is an insurance of certificate example for Scott County and the request from staff is to have an insurance certification naming the City of Shakopee additional insured. Also a Snowmobile Trail Permit form in which the termination date will be April 1, 2016. Recommendation Staff is in agreement with the proposed route for one year. A permanent solution needs to be worked on for 2016-2017. Budget Impact None. Savage , MN. 55378 Tom Wills October 28,2015 The City of Shakopee 129 Holmes Street South Shakopee, MN 55379 Re: Temporary Snowmobile Trail We have been meeting with the MnDnr, Scott County Parks, Shakopee Mdewakanton Sioux Community, Scott County Highway Department, Three Rivers Parks, and Shakopee Public works staff. Due to the recent closing of the trail bridge in Memorial park a proposed temporary solution for this year's snowmobile trail is attached for your approval. This proposal would only be for this year's snowmobile season starting December 1st, 2015 and ending April 1, 2016. This proposal was endorsed by all parties at our meeting held yesterday. Our groups have all agreed to continue to meet, and to provide a permanent solution to the current gap in the MnDnr's Minnesota River Valley Multiuse Trail caused by the recent bridge closing. This closing has also affected the walkers, bicycle, and the other users of this important MnDnr Multiuse Trail. The snowmobile season trails open on December 1st, and it will be critical to this Grant In Aid snowmobile trail that we work to ensure its opening by December 1st. There are many riders that use this corridor trail to access hundreds of additional miles of snowmobile trails throughout the season, and this trail provides a critical link.
