SHAKO'EE TO: Mayor and City Council FROM: Bruce Loney, Public Works Director DATE: 11/04/2015 SUBJECT: Consider a Traffic Control Change for Evergreen Lane and Valley View Road Action Sought For Council to approve a motion approving all way stop signs on Valley View Road at the intersection of Evergreen Lane. Background At the Traffic Safety Review Committee (TSRC), the committee reviewed a traffic study and an additional speed study on October 26, 2015. The TSRC, after review is recommending an all way stop condition due to the high speeds and limited sight distance, as well as traffic and accidents. See the attached traffic study for information on this intersection. A traffic study has been done by engineering staff for the intersection of Valley View Road and Evergreen Lane due to the number of accidents the past two years. The traffic study did indicate high speeds, limited sight distance and traffic volumes close to an all way stop condition warrant. The TSRC is recommending this intersection go from a two way stop condition to an all way stop. Recommendation The Traffic Safety Review Committee recommends approving a motion directing staff to install all way stop signs on Valley View Road with this intersection of Evergreen Lane. Budget Impact Cost of additional signage which there is sufficient budget in the Public Works, Street Division account. Relationship to Vision This supports Goal E: "Deliver effective and efficient public services by a staff of well-trained, caring, and professional employees". Requested Action For Council to approve a motion approving all way stop signs on Valley View Road at the intersection of Evergreen Lane. If the major street traffic volume is more than 1500 vehicles per day and the minor street traffic volume is greater than 750 vehicles per day. (WARRANT MET) Major Street—Valley View Road—1489 cars per day Minor Street—Evergreen Lane—993 cars per day 2. There has been more than two reported accidents, per year in the previous two years or, three reported accidents in the previous year of a type correctable with stop sign installation. There were 2 reported accident in 2015. There was 1 reported accident in 2014. Valley View Road was improved from Evergreen Lane to County Road 17 late in fall 2014. The intersection in its current layout has only been open for a little over a year. 3. If the pedestrian volumes crossing any approach is more than 15 pedestrians per hour during the A.M.and P.M. peak traffic hours. Pedestrian volume was not observed as part of this study. 4. If the safe stopping sight distance on the uncontrolled approach is restricted by less than 300 feet by horizontal and/or vertical roadway alignment or other permanent obstructions. (WARRANT MET) Valley View Road is the uncontrolled approach. Vehicles travelling eastbound on Valley View road do not meet the 300 ft horizontal stopping sight distance due to a fence and vegetation and horizontal alignment of Valley View Road for 30 mph conditions. The observed 85th percentile speed is 38 mph,which would require an even greater safe stopping sight distance. 5. If the 85th percentile speed in the intersection is greater than 35mph and the highest reported speed with two or more observations is greater than 45mph. (WARRANT MET) Valley View Road has an 85th percentile speed of 38 mph eastbound and 39 mph westbound observed speed. There were 26 vehicles recorded in excess of 45 mph during the study. The speed was observed using radar signs and traffic tubes. If three of the five conditions outlined above apply,this intersection is a candidate for all-way stop sign control. The intersection meets warrants 1,4 and 5. The intersection of Valley View Road and Evergreen Lane is a candidate for all-way stop sign control.
