SRAK0PEF TO: Mayor and City Council FROM: Jamie Polley, Parks & Recreation Director DATE: 10/20/2015 SUBJECT: Approving Plans and Specifications and Ordering the Advertisements for Bids for the Quarry Lake Park Pedestrian Bridge Improvements, Project No. PR2015-2, Res. No. 7625 (A) UPDATED Action Sought The City Council is asked to offer Resolution No. 7625, A Resolution of the City of Shakopee Approving Plans and Specifications and Ordering Advertisement for Bids for the Quarry Lake Park Pedestrian Bridge Improvements, Project No.PR2015-2. Background On December 16, 2014 the City Council approved the final design of Quarry Lake Park and authorized the development of plans and specifications. On April 7, 2015 the City Council supported the new construction timeline of the park that included bidding the park construction over the winter of 2015 and construction to begin in the spring of 2016. The project will include three bid packages; site work, building and pedestrian bridge. The site work and building packages will be presented to the City Council for approval and authorization to bid on December 15, 2015. Discussion The pedestrian bridge included in the project will link the trails outside of the park and Innovation Blvd to the internal park trail system over the Prior Lake Spring Lake Outlet Channel. The pedestrian bridge will also serve as the main connection for park users parking outside of the park to attend activities and functions in the park. The pedestrian bridge designed is a 10 ton bridge, 60 feet in length and 12 feet in width. The bridge will serve as a secondary emergency access to the park. Due to the specialized and complex work of bridge construction, the pedestrian bridge installation and related work is a separate bid package from the rest of the park construction. The anticipated lead time for the bridge delivery is 12-16 weeks. The park construction is planned for the spring of 2016. Bidding the pedestrian bridge at this time will allow time for the bridge to be ordered, fabricated and delivered prior to the commencement of the park construction. In addition, the bridge abutments can be built during the winter when the water in the outlet channel is low. Budget The Park Reserve has $1.7 Million allocated for the construction of Quarry Lake Park. The pedestrian bridge cost is estimated at $180,208.00. This amount is included in the park allocation. The current balance in the Park Reserve fund is approximately $2,245,000.00. $300,000.00 of this is allocated to the new lights being installed at Tahpah Park on fields 6 & 7. Time line The proposed time line for this package is to have advertisements run in the Shakopee Valley News on October 22nd and 29th. The Bid Opening is scheduled for November 12, 2015 and Award of Contract will be presented at the November 17th City Council meeting. Relationship to Vision A. No. 7625 Ped Bridge Plans RESOLUTION NO. 7625 A Resolution Approving Plans and Specifications And Ordering Advertisements for Bids for the Quarry Lake Park Pedestrian Bridge Improvements Project No. PR2015-2 WHEREAS, The City of Shakopee has hired WSB &Associates, Inc. to prepare plans and specifications for improvements for the Quarry Lake Park Construction, and any appurtenant work. WHEREAS, Quany Lake Park Construction will be bid in three packages; site work, building and pedestrian bridge. WHEREAS, WSB and Associates, Inc. has prepared the plans and specifications for the pedestrian bridge improvement and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. Such plans and specifications for the pedestrian bridge, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. WSB & Associates, Inc shall prepare and cause to be inserted in the official paper and online an advertisement for bids upon the making of such improvement under such approved plans and specifications.
