SHAKO1'EE TO: Mayor and City Council FROM: Jamie Polley, Parks & Recreation Director DATE: 10/20/2015 SUBJECT: Approving Plans and Specifications and Ordering Advertisements for Bids for the Shakopee Ice Arena and Community Center Improvements, Project No.PR201 S-3, Res. No. 7624 (A, B) UPDATED Action Sought The City Council is asked to offer Resolution No. 7624, Approving Plans and Specifications and Ordering Advertisements for Bids for the Shakopee Ice Arena and Community Center Improvements, Project No. PR201 S-3. Background On June 30, 2015 the City Council made a motion to move forward with Option A including a dedicated senior space. The City then continued to retained 292 Design Group to develop the plans and specifications for the new two sheet ice arena and upgrades to the Shakopee Community Center. On August 18, 2015 the City Council awarded a contract for construction management services to RJM Construction for the preconstruction, bidding and construction of the project. Discussion 292 Design Group and their team of architects and designers along with RIM Construction have prepared the plans and specifications for the project. Utilizing a Construction Manager, multiple bid packages will be developed, ensuring qualified contractors are completing the specific work they are trained to perform. Budget On September 22, 2015 the City Council adopted Resolution No.7615 approving property tax abatement bonds to be utilized for the ice arena and community center project. The amount of the bonds to be issued for the project total $32,225,000. $30,500,000 of the total is for direct project costs. The Construction Managers estimate is $30,485,972. Time line The advertisements for bids will run in the Shakopee Valley News on November 5th and 12th. The construction documents will be issued for bidding on November 3rd. The bidding period will run from November 3rd to November 23rd. The Bid Opening is scheduled for November 24, 2015 and Award of Contract will be presented at the December 15th City Council meeting. Requested Action If Council concurs, offer Resolution No. 7624, Approving Plans and Specifications and Ordering Advertisements for Bids for the Shakopee Ice Arena and Community Center Improvements, Project No.PR2015-3, and move its adoption. No. 7624 Arena Title Sheet Arena First Floor Arena Concourse Arena Roof CC Title Sheet CC Floor Plans CC Roof Rendering RESOLUTION NO. 7624 A Resolution Approving Plans and Specifications And Ordering Advertisements for Bids for the Shakopee Ice Arena and Community Center Improvements Project No. PR2015-3 WHEREAS, The City of Shakopee has hired 292 Design Group, Inc. to prepare plans and specifications for the construction of a new ice arena and improvements to the Shakopee Community Center, and any appurtenant work. WHEREAS, The City of Shakopee has hired RIM Construction to serve as the Construction Manager for the preconstruction and bidding phase of the improvements. WHEREAS, 292 Design Group, Inc. and RIM Construction has prepared the plans and specifications for the ice arena and community center improvements and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office of the Parks and Recreation Director,are hereby approved. 2. 292 Design Group, Inc. shall prepare and cause to be inserted in the official paper and online an advertisement for bids upon the making of such improvement under such approved plans and specifications.
