Nos. 7617 & 7620 (A) Action Sought The City Council is asked to offer Resolution No. 7617, A Resolution of the City of Shakopee, Minnesota Authorizing the City to Submit a Mighty Ducks Grant Program Application for the New Ice Arena Construction and Resolution No. 7620, A Resolution of the City of Shakopee, Minnesota Establishing the LGU for the Mighty Ducks Grant Application Background and Discussion The State of Minnesota through the Minnesota Amateur Sports Commission is seeking grant applications for the 2015 Might Ducks grants. The Mighty Ducks grants are being made available to communities developing new ice arenas, improving indoor air quality in arenas or eliminating R-22 refrigerant. The 2015 legislature appropriated up to $2,200,000.00 for this program. The legislature directed the Minnesota Amateur Sports Commission to focus the grants on eliminating the use of R-22 refrigerant and improving the indoor air quality of arenas. The development of a new ice arena may apply up to $250,000 with a minimum of a 1-1 match from non-state sources. The match can come from multiple sources such as sponsorships, donations, etc. The result of a successful grant shall be to establish and improve ice arenas capable of hosting all ice sports competitions and training as well as maximize the community's ability to generate economic benefit by promoting ice sports programming for females and males. The intent of the grant program, in addition to improving air quality, is to accomplish the following goals: •Encourage communities and organizations to work in partnership to develop and operate ice arenas. •Where possible, to encourage communities and organizations to develop arenas with multiple sheets of ice in order to reduce both construction and operating costs. •Provide increased opportunities for female ice sports participation. •Encourage the development of ice arenas that serve community sports and non-sports needs and ensure non-hockey groups will also have adequate access to the arenas. The attached Resolution No 7617 was submitted with the grant on October 1, 2015 and is required to be ratified for the grant application. The adoption of Resolution No. 7620 is requested for additional submittal to the Minnesota Amateur Sports Commission indicating the amount of grant funding the City is requesting. Requested Action If the City Council concurs, it should 1. Offer Resolution No. 7617, A Resolution of the City of Shakopee, Minnesota Authorizing the City to Submit a Mighty Ducks Grant Program Application for the New Ice Arena Project, and move its adoption. 2. Offer Resolution No. 7620, A Resolution of the City of Shakopee, Minnesota Establishing the LGU for the Mighty Ducks Grant Application, and • move its adoption. Attachments: Resolution No. 7617 Resolution No. 7620 RESOLUTION NO. 7617 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA AUTHORIZING THE CITY TO SUBMIT THE MIGHTY DUCKS GRANT PROGRAM APPLICATION FOR NEW ICE ARENA DEVELOPMENT BE IT RESOLVED that the City of Shakopee, Minnesota act as legal sponsor for the project contained in the Mighty Ducks grant application to be submitted by October 1, 2015 and that the City's Parks and Recreation Director is hereby authorized to apply to the State of Minnesota through the Minnesota Amateur Sports Commission. BE IT FURTHER RESOLVED that the City of Shakopee has the legal authority to apply for financial assistance, and financial capability to meet the match requirement(if any) and ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life. BE IT FURTHER RESOLVED that the City of Shakopee has fee title over the land described in the site plan included in the application. BE IT FURTHER RESOLVED that,upon approval of its application by the state, the City of Shakopee may enter into an agreement with the Minnesota Amateur Sports Commission for the above-referenced project, and that the City of Shakopee certifies that it will comply with all applicable laws and regulations as stated in the grant agreement. NOW, THEREFORE BE IT RESOLVED that the Director of Parks and Recreation is hereby authorized to execute such agreements as are necessary to implement the project on behalf of the applicant. SIGNED: WITNESSED: (Signature) (Signature) (Title) (Date) (Title) (Date) RESOLUTION NO. 7620 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA ESTABLISHING LGU FOR MIGHTY DUCKS GRANT APPLICATION WHEREAS, the Minnesota Amateur Sports Commission (MASC),via the State General Fund,provides for general funds to assist political subdivisions of the State of Minnesota for the fulfillment of the purpose and goals of the Mighty Ducks Grant Program, and WHEREAS,the City of Shakopee desires to complete its project named Shakopee Ice Arena Construction and Community Center Improvements at the Shakopee Community Center located at 1255 Fuller St S. Shakopee, MN 55379 NOW THEREFOR BE IT RESOLVED: 1) That the total cost of completing the project shall be $32.225 Million and the City of Shakopee is requesting $250,000.00 from the Mighty Ducks Grant Program and will assume responsibility for a matching contribution of$250,000.00. 2) The City of Shakopee agrees to own, assume 100 percent operational costs for the facility, and will operate the facility for its intended purpose for the functional life of the facility which is estimated to be 50 years. 3) The City of Shakopee agrees to enter into necessary and required agreements with the MASC for the specific purpose of completing the project. 4) That a request for reimbursement be made to the MASC for the amount awarded after the completion of the project. 5) That the Parks and Recreation Director is authorized and directed to execute said application and serve as the official liaison with the MASC. CERTIFICATION I hereby certify that the foregoing resolution is a true and correct copy of the resolution presented to and adopted by the City of Shakopee at a duly authorized meeting thereof held on the 6th day of October, 2015, as shown by the minutes of said meeting in my possession.
