SUBJECT: Declare Amounts and Set a Public Hearing Date for the Unpaid Utility,
False Alarm and Mowing Bills, Res. No. 7619 (E)
Action Sought
Adopt Resolution No. 7619, a resolution declaring the costs to be assessed, ordering
the preparation of proposed assessments and setting a public hearing date for the
unpaid Utility, False Alarm and Mowing Bills.
Background
The City has unpaid sanitary sewer, storm drainage, false alarm and mowing bills
that property owners need to pay or have these bills assessed to their property. This
memo is to start the assessment process by declaring an amount to be assessed and
setting a public hearing date.
The delinquent utility accounts are as follows:
Sanitary Sewer $8,186.01
Storm Drainage $ 210.29
False Alarms $1,460.00
Mowing $ 450.00
Total $10,306.30
Recommendation
Adopt Resolution No. 7619, declaring the cost to be assessed and ordering the
preparation of proposed assessments for the Unpaid Utility Accounts, False Alarms
and Mowing, with a public hearing to be held on November 4, 2015.
Budget Impact
No budget impact as a $25.00 administrative fee will be added to the unpaid bills to
cover staff time in assessing.

This supports Goal E: Deliver effective and efficient public services by a staff of
well-trained, caring, and professional employees.

RESOLUTION NO. 7619
A Resolution Declaring the Costs To Be Assessed
And Ordering the Preparation of Proposed Assessments
for Unpaid Utilities, False Alarms and Mowing Bills
WHEREAS, City services have been rendered for Sanitary Sewer, Storm
Drainage, False Alarms and Mowing to various properties in the City of Shakopee;
WHEREAS,A number of properties have unpaid bills for this service;
NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SHAKOPEE, MINNESOTA:
1. The cost of unpaid bills to be specially assessed is hereby declared to be
$10,306.30.
2. City staff shall calculate the proper amount to be certified for each delinquent
account within the City of Shakopee, as provided by law, and keep a copy of
such proposed assessment in City Hall for public inspection.
3. City staff shall calculate and add to each delinquent amount the
Administrative Fee of$25 if the delinquent amounts are not paid in full by
the Public Hearing date.
BE IT FURTHER RESOLVED:
1. That a hearing shall be held on the 4th day of November, 2015, in the Council
Chambers of City Hall at 7:00 P.M. or thereafter, to pass upon such proposed
assessments and at such time and place all persons owning property affected by
such delinquent accounts and proposed assessments will be given an opportunity
to be heard with reference to such assessment.
2. That the City Clerk is hereby directed to cause a notice of the hearing on the
proposed assessment to be published once in the official newspaper of the City of
Shakopee at least two weeks prior to the hearing and it shall state in the notice the
total cost of the delinquent accounts. A mailed notice of such hearing to be given
to the owner of each parcel described in the assessment roll not less than two
weeks prior to the hearing.
