SUBJECT: Consider CSAH 16 Overhead Powerline Relocation (D)
Action Sought
Approve a motion determining that any overhead power lines along CSAH 16 that
are to be relocated be placed underground as per the attached SPUC staff memo.
Background
Scott County is reconstructing CSAH 16 from CH 83 to approximately 1000'east of
CH 21 next year. Some segments of the existing overhead power line on the south
side of existing CSAH 16 needs to be relocated for the expansion of the roadway.
Per City Code, the Council has the right to order the overhead line underground if
the relocation is more than 300 feet. The Council did order the undergrounding of
the power line of the current CSAH 17 project.
Attached is a memo from Joe Adams of Shakopee Public Utilities on the costs of
relocating power lines overhead or placing underground. SPU does have an
Underground Relocation fund to pay for the additional cost of undergrounding.
Staff has reviewed the segments that are being relocated due to the road project.
The east and west sides of the CH 16 reconstruction need to be relocated and these
lines should be undergrounded. The reason being is to remove any overhead lines
from crossing the highway.
The overhead line adjacent to residential housing should stay overhead as the
residences have overhead service to their dwellings. The overhead line does not
have to be relocated and would remain on the south side of the future frontage road.
Recommendation
Staff would recommend the undergrounding of overhead powerlines that are being
relocated as per the SPUC memo.
Budget Impact
None.

ISSUE
Scott County is re-constructing CR16 during 2016 from Kinlock Way/Dean Lake Trail to
approximately 1/8 mile east of CSAH 21. The improvements consist of constructing a four lane urban
section with curb,gutter,storm sewer, SPUC's transmission water main and a trail on the north side of
the right of way. These improvements to CR 16 will require the relocation of utility lines,including
the SPU overhead three-phase distribution line along the south side of CR 16 on the east and west
ends, except for a section in the middle along the rural residential developments (including the
Montecito Heights and Dean Lake neighborhoods)to a point just east of McKenna Road where the
new road alignment will run south of the existing. In this area the existing roadway will be resurfaced
and turned into a frontage road with access points on either end.
BACKGROUND
The existing overhead power line along CR 16 between CR 18 and CR 83 was originally acquired in
1991 from MVEC with the service territory acquisition. The line consists of a REC standard three 4/0
ACSR overhead phase wire design and a single 1/0 ACSR neutral wire on wood poles and cross arms
and is undersized by our feeder standards. At the present,the existing overhead three-phase main line
feeder provides bulk distribution to the area along CR 16 between CR 18 and CR 83. The line also
provides a critical function as a back up path during contingencies to areas in east Shakopee along CR
18 and to our service territory in Prior Lake.
Within the project area there are existing services to the aforementioned neighborhoods,which are
primarily overhead services. East of the project area is the Eagle Creek Elementary School and several
residential subdivisions served with underground facilities. West of the project are the Dean Lake
multi use and Church Addition townhome developments also served with underground facilities. In
the center of the project area there is also a three phase overhead tap to the SMSC properties along
McKenna Road including their water system plant.
Per the terms of the City of Shakopee's Right of Way Management Ordinance,the Council may order
the line to be relocated underground pending notification of the cost difference between relocating the
line overhead and underground.
DISCUSSION
Staff has reviewed the construction plans for the right of way improvements and has determined that
the estimated cost of placing the three-phase main line feeder underground within the project area
affected by the improvements to be$108,398.
In comparison,the estimated cost to relocate the affected existing facilities and keep them overhead
throughout the project area is$53,818.
In either case,we would also incur an additional cost to remove the existing overhead main line feeder
at an estimated amount of$9,900.
The funding source for the relocation of the facilities would be from electric revenues via standard
rates for the first$53,818 (plus the removal costs) and via the Relocation Underground Charge fund
for any excess due to placing the facilities underground if so ordered by the Council. This is in
accordance with the Commission's relocation policy adopted in Resolution#742 Resolution
Establishing a Relocation Underground Charge dated November 3, 2003.
If the Council orders the affected line segments underground,the plan would be to keep the unaffected
poles of the overhead line in place along the newly created frontage road and reduce the number of
conductors west of McKenna road to convert that line segment from a three phase feeder to a single
phase lateral overhead line. It should be noted even if SPU placed underground lateral facilities to
serve those rural neighborhoods,there would still be poles and overhead wires adjacent to the right of
way to continue servicing those parcels. SPU cannot force the customers to underground their
secondary lines and convert their services to underground. Per policy,underground services are owned
by the customer,not the utility,vs. overhead services which are owned by the utility.
RECOMMENDATION
Staff recommends the Commission accept the estimated costs and direct staff to forward them to the
Council to aid the Council in making their determination under the City's Right of Way Management
Ordinance whether or not to order the affected facilities to be relocated underground.
REQUESTED ACTION
Staff requests the Commission adopt the recommended action.
