SHAKOPPEE TO: Mayor and City Council FROM: Kris Wilson, Assistant City Administrator DATE: 09/01/2015 SUBJECT: Contract Award for Library Caulking Action Sought The Council is asked to authorize the expenditure of no more than $94,000 from the General Government Buildings Internal Service Fund for the recaulking of the library exterior and authorize the appropriate officials to enter into a contract with The Caulkers Company, Inc. to complete the work, pending the provision of the appropriate payment and performance bonds and proof of insurance. Background In 2014 the City hired Skyline Building Envelope Consultants to inspect the exterior building envelope of several city buildings, including the library. The resulting report on the library (see attached) identified numerous issues with the caulking and sealing around the building, including areas where the caulk has deteriorated with age and where it was never installed properly in the first place. In addition to being good general maintenance to extend the life of the building, it is expected that fixing these issues should address most, if not all, of the window leak issues that have plagued the building for years. Based on this information, staff worked with Skyline to solicit bids for a comprehensive recaulking project on the library exterior. A total of 3 bids were received, with The Caulkers Company, Inc. providing the lowest bid, totaling $81,000. With Council approval, work would begin in mid-September and is scheduled for completion by late October. The library would remain open throughout the project, however some exterior scaffolding will need to be used during the project and some on-street parking adjacent to the library may be impacted by the work. Budget Council is asked to authorize an expenditure of no more than $94,000 for this project from the General Government Buildings Internal Service Fund. This includes $81,000 for the contractor, $8,100 in project oversight and inspection services from Skyline Building Envelope Consultants, plus a modest contingency. Requested Action The Council is asked to authorize the expenditure of no more than $94,000 from the General Government Buildings Internal Service Fund for the recaulking of the library exterior and authorize the appropriate officials to enter into a contract with The Caulkers Company, Inc. to complete the work, pending the provision of the appropriate payment and performance bonds and proof of insurance. Attachments: Summary of Work to be Completed Low Bid Original Inspection Report SECTION 07 01 91 —JOINT SEALANT REMOVAL AND REPLACEMENT PART 1 -GENERAL 1.1 SUMMARY A. Section Includes: 1. Complete removal and replacement of ALL exterior elastomeric weatherproofing sealants on the entire City of Shakopee Library (located at 235 Lewis St. South / Shakopee, MN 55379). 2. All existing glass to window frame joints will be prepped, primed and neatly wet glazed / caulked with new silicone sealant on the entire City of Shakopee Library (located at 235 Lewis St. South/Shakopee, MN 55379). 3. All existing window frame butt joints joints will be prepped, primed and neatly caulked with new silicone sealant(or use Dow's 123 Tape) on the entire City of Shakopee Library (located at 235 Lewis St. South/Shakopee, MN 55379). 4. All existing atrium window frame and butt joints joints on th* ripper roof sections will be prepped, primed and neatly caulked with new silicone sealant (or use Dow's 123 Tape) on the entire City of Shakopee Library (located at 235 Lewis St. South / Shakopee, MN 55379). 5. All existing joints between brick wall sections and the existing window frames will be prepped, new closed cell backer rod installed at the appropriate uniform depth for the width of the joint, 100% clean joint interfaces shall be thoroughly primed, allowed to dry and then neatly caulked with new silicone sealant on the entire City of Shakopee Library (located at 235 Lewis St. South/Shakopee, MN 55379). 6. All existing masonry joints between brick wall sections will be prepped, new closed cell backer rod installed at the appropriate uniform depth for the width of the joint, 100% clean joint interfaces shall be thoroughly primed, allowed to dry and then neatly caulked with new silicone sealant on the entire City of Shakopee Library (located at 235 Lewis St. South/Shakopee, MN 55379). a. If any existing masonry joint is not the proper width (too narrow per industry standards), the successful bidding contractor shall widen the joint to proper width by using appropriate mechanical means; these joints shall be inspected by SBEC. 7. Any other miscellaneous joints for example: a. Caulked joints around overflow scuppers will be recaulked. b. Joints around exterior light fixtures on the top&two sides shall be caulked. c. Joints around any exterior vents will be recaulked. d. Joints around any pipe projections in the exterior walls will be recaulked. e. Any other miscellaneous joints not listed here shall be recaulked. 8. The intent of these specifications due to several reasons explained in SBEC's attached report dated September 17, 2014 is to completely seal up all possible locations of water intrusion into the window systems with new sealant and all brick to brick joints with new sealant. PRIORITY#1: Window leakage issues listed in SBEC reports will need to be accomplished by a Caulking Restoration Contractor, our firm is quoting this work to the City. Due to the severity of the leakage and the combination of all the various issues pointed out in SBEC reports, SBEC would recommend that all previous caulked joints, along with all other non-caulked joints be completely replaced or caulked up thoroughly. The cost to perform the work needed to completely seal up these windows &window frames would be in the$ 52,000 00 PRIORITY #2: Sealant failure issues (all joints between masonry to masonry) listed in SBEC's spring Exterior Building Envelope Report will need to be accomplished by a Caulking Restoration•Contractor, our firm is quoting this work to the City. Priority #2 work would amount to $8.000.00 worth of contracted work, as stated in SBEC's Spring of 2014 Exterior Building Envelope Report. PRIORITY #3: Window leakage issues from the window systems above the roof line listed in SBEC's spring Roof Inspection Report will need to be accomplished by a Caulking Restoration Contractor, our firm is quoting this work to the City. Priority #3 work would amount to $l',nm no worth of contracted work, as stated in SBEC's Spring of 2014 Exterior Building Envelope Report. PRIORITY #4: Miscellaneous issues stated in either the Spring or Fall Reports, such as replacing the existing failed sealant joint between the sidewalk and the granite block walls on all four elevations; tuckpointing repairs on the failed masonry joints of the granite wall of the sloped sidewalk access on east elevation; other miscellaneous issues in either reports. ". 05/29/2014 1649 4 Each elevation of windows and frames, have different issues which are contributing to the leakage on that elevation. The different issues are as follows: 1. Portions of the frame that should have been caulked were not, therefore allowing water into the frame. 2. Portions of the frame that were caulked should not have been caulked, therefore these caulked areas do not allow for the proper water seepage out of the frames. 3. Some of the vertical mullions were installed prior to caulking the horizontal joints in metal sections of the overall framework; therefore the portion of the joint (3/4" to 1" in length) were never caulked, allowing water to pour into the metal sections between the upper and lower windows. 4. Some of the metal sections between the upper and lower window sections are sloped back towards the window frames verses sloping away from the window frames, which allows for ponding water against the window mullions, which allows water to soak back into the framework and find its way down and leaks out of the window frame below. 5. There are some areas of existing caulking on the existing window frame work that has failed either due to poor installation or movement or age (all such conditions exist in different locations). 6. Shrinkage of the EPDM gaskets between the mullions and the glass panels allows for a lot of water to get into the window frame system; then if the areas that were caulked that weren't supposed to be caulked are present, then the water can't weep out of the window frame system properly and moves downward to the upper portion of the window frame below,causing leakage. 7. Adjacent caulking in the brick to brick joints is craze cracking and aging to the point where it needs to be replaced. 8. The issues/defects identified in this report are prioritized as follows,along with associated estimated costs: PRIORITY #1: Window leakage issues listed in this report will need to be accomplished by a Caulking Restoration Contractor, of which SBEC will ensure at least four such contractors bid this work to the City. Due to the severity of the leakage and the combination of all the various issues pointed out in this report, SBEC would recommend that all previous caulked joints, along with all other non-caulked joints be completely replaced or caulked up thoroughly. The estimated cost to perform the work needed to completely seal up these windows&window frames would be in the$35,000 to$50,000 range. PRIORITY#2: Sealant failure issues(all joints between masonry to masonry)listed in our spring Exterior Building Envelope Report will need to be accomplished by a Caulking Restoration Contractor, of which SBEC will ensure at least four such contractors bid this work to the City. Priority#2 work would amount to approximately $19,000 worth of contracted work, as stated in our Spring of 2014 Exterior Building Envelope Report. PRIORITY #3: Window leakage issues from the window systems above the roof line listed in our spring Roof Inspection Report will need to be accomplished by a Caulking Restoration Contractor, of which SBEC will ensure at least four such contractors bid this work to the City. Priority#3 work would amount to approximately $6,500 worth of contracted work, as stated in our Spring of 2014 Exterior Building Envelope Report. Please remember these are estimated costs,actual construction costs could be lower or higher. Remarks: Therefore,both Priority#1,#2 &#3 work would amount to approximately$50,000=$19,000+ $6,500 = $75,500, the City of Shakopee should include an additional 10% contingency funds ($7,550) = $83,050, along with associated consulting fees of approximately$8,305.00,which would result in the City of Shakopee budgeting approximately$91,355. These issues listed in this report will need to be accomplished by a Caulking Restoration Contractor, of which SBEC will ensure at least four such contractors bid this work to the City when authorization to proceed is given.
