Action Sought
To enter into a contract with RJM Construction for construction management
services for the Ice Arena construction and Community Center renovation project.
Discussion
The City Council has voted to move forward with the construction of a new two
sheet ice arena and the renovation of the current Community Center. Due to the
scope of the project and the need for phasing and facility coordination, staff is
recommending that the City hire a Construction Manager to assist the City with the
planning and development of the project. A Construction Manager will work in
tandem with the architects to develop comprehensive bid packages, minimize
change orders during construction and manage the various contractors. The
construction management process is different from a general contractor form of
construction. Instead of one general contractor coordinating the sub contractors and
bidding the project, a Construction Manager develops separate bid packages for all
of the different parts of the project. This ensures qualified contractors are
completing the specific work they are trained to perform.
Requests for proposals for construction management services were sent out to four
reputable companies. The City received two proposal by the deadline of August
7th. A committee consisting of the City Administrator, Assistant City
Administrator and the Parks and Recreation Director reviewed the proposal and
interviewed the two companies on August 12th. The proposals were weighed on the
firms's capacity to support the project, prior ice arena and community center
experience, experience and working history, understanding of the scope, schedule
and approach, references and capability to guide the project successfully and
appropriateness of fees.
Staff is recommending that the City Council consider hiring RJM Construction to
serve as the City's Construction Manager for the Ice Arena and Community Center
project. The cost of the construction management services for the preconstruction
and bidding phase is $49,457.00. The cost for the services during the construction
phases is based on the final project cost. The proposal amount, based on a $25.6
Million project, is $933,279.00 for a total cost of services equaling $982,736.00.
Budget Impact
The fee for the constructions management services will be included is the total
project cost when calling for the sale of Tax Abatement Bods. Prior to selling the
bonds, staff is recommending that the building fund be utilized to fund the service.

Requested Action
If the Council concurs, award a contract for Construction Management Services to
RJM Construction for the amount of$49,457 for the preconstruction and bidding
phase and $933,279.00 for the construction phase of the Ice Arena construction and
Community Center renovation project.
