Action Sought Consideration of City of Shakopee and Metropolitan (MET) Council Sewer Availability Charges (SAC) Credits for Midas Auto Services. Background The City Council and EDA have previously identified SAC credits as one method of facilitating economic development and redevelopment. Midas Auto Services is requesting 3 City and Met Council SAC credits. The City SAC credits are valued at $1,425($475/credit) and the Met Council SAC credits are valued at $7,455 ($2,485/credit). Midas Auto Services is requesting 3 SAC credits for their 1,000 sq.-ft. expansion at 100 North Market Street. Midas has been operating in this facility since 1987 and they would now like to expand their business by adding two additional service bays. They also plan to expand their existing bathroom to become ADA compliant. With this expansion, Midas plans to hire two technicians along with a customer service associate. Recommendation The EDAC reviewed Midas Auto Services request at their August 12, 2015 meeting and have recommended that the City Council award 3 SAC credits valued at $1,425 in City of Shakopee credits and $7,455 in Metropolitan (MET) Council Sewer Availability Charges (SAC) Credits. Budget Impact None as the SAC credits were obtained from the Met Council once Rahr Malting came off the Metropolitan Council sewer system. The sewer fund maintains the balance, as a stand alone fund. Relationship to Vision This supports Goal D: Maintain, improve and create strong partnerships with other public and private sector entities. Requested Action If the City Council concurs, it should, by motion, approve the recommended 3 SAC credits valued at $1,425 in City of Shakopee credits and $7,455 in Metropolitan (MET) Council Sewer Availability Charges (SAC) Credits to Midas Auto Services . These charges are the largest components in the entire project. I am also curious as to why this did not come up in 1987 when I did the original remodel for Midas use. I appreciate your willingness to consider offering me some relief from what appears to me to be a Met Council money grab.
