SUBJECT: Award of Contract for the Extension of Tahpah Ballfields 6 & 7 (A)
Action Sought
Award a contract for the extension of the outfields of fields 6 and 7 at Tahpah Park
and approve a quote for the electrical services.
Background
The City Council approved the extension of the outfields and the purchase and
installation of lights on fields 6 and 7 and the replacement of the youth football
field lights at Tahpah Park. The extension of the outfields of fields 6 and 7 at was
included in the 2015 Park Asset Fund. The amount allocated for this portion of
the project is $210,000. On July 21, 2015 the City Council authorized the
advertisement for bids to complete the extension work.
Discussion
The enhancement to fields 6 and 7 will improve the safety of the fields for adult
softball as well as increase the available playing time. The increased hours of use
will result in the ability to increase the number of teams in our adult softball leagues
and increase the number of teams playing in various tournament.
The bid opening for the extension project was held at 1:00pm on Thursday, August
13th. The low bidder for the project was G Urban Companies, Inc. for the amount
of$143,850.00. The bid has been verified and approved by the architect, WSB.
In addition, staff has requested quotes for the electrical work needed to connect the
lights on the softball fields and football field. The lowest electrical quote was
received from Choice Electric, Inc. in the amount of$57,000.00.
Budget Impact
The current balance of the Park Asset Fund is approximately $2.1 Million. For
2015, $360,000 was allocated for the extension of the outfields of fields 6 and 7 and
the replacement of the football lighting. The cost to complete the field extension
and install the football lights totals $355,796.00 (amount includes a 10%
contingency on the contract as recommended by WSB). $300,000 was allocated in
the 2015 Park Reserve Fund for the addition of the lighting on fields 6 and 7. The
total cost of the lights to be installed is $282,940.00.

Requested Action
If the City Council concurs,
1. Award a contract to G Urban Companies, Inc. for the outfield extension of fields
6 and 7 at Tahpah Park for the amount of$143,850.00.
2. Authorize the appropriate City Staff to enter into an agreement with Choice
Electric, Inc. for the electrical hook up of the lighting for the amount of$57,000.00.

Re: Recommendation to accept low bid for Tahpah Field Improvements
A total of 2 bids were received for this ballfield improvement project resulting in a low bid from G Urban
Companies. WSB has contacted G Urban Companies and they are comfortable with their bid submittal
for completing the construction according to the timeline proposed.
We recommend that the City of Shakopee execute a contract with G Urban Companies,Inc. for$143,850
to include the Base Bid. If any import of common borrow for the alternate bid item is needed during
construction this can be added through a change order.
We also recommend setting aside a minimum construction contingency of 10%of the construction budget
to allow for any additional unknowns on the site that may require changes to the construction.

Introduction
This proposal is for installing the conduit and wire to new Musco light poles for three fields at
Tahpah Park. All wire runs will be copper and will limit the voltage drop to no more than 3%.
We will wire the new lights at the football field to the new service installed last spring. A new
service will be installed to supply power to the two softball fields. The new service and control
cabinets (by Musco) will be installed near the transformer(within 20') on plywood with two 6"x
6"posts. Fees from the power company are not included in this proposal.
Scope of Work
Install conduit and wire to each pole
Provide trenching and backfill
Install new electric service to supply two softball fields
Make connections at base of Musco poles and at the controllers
Install hand holes where needed
Provide transformer pad
Provide boring under trails at two locations
Remove old poles and fixtures
Provide permit
Financial Summary
Choice Electric will provide the labor and services described in this proposal for $57,000. The
breakdown for the two jobs is listed below.
Football field $18,000
Two softball fields $39,000
Authorization to Proceed
By signing this Authorization To Proceed, customer agrees to the above scope of work and
pricing and authorizes Choice Electric, Inc. to proceed with the project as proposed.
