SUBJECT: Derby Days Issues

Comment:
Introduction:
The Council is asked to hear a report regarding questions relating to Derby Days, and to
authorize parking on unpaved surfaces during the celebration.
Background:
As liaison to Derby Days from the City Council, Councilor Lehman has asked the
following questions of the City regarding Derby Days:
1. Will Levee Drive, and the pedestrian tunnel under f Avenue be available during
Derby Days?
Answer: The tunnel will not be available. The contract for the Holmes Street
Bridge renovation committed that space to the Contractor, who is using it to store
equipment and materials. Levee Drive will be available for parking.
2. Will the parking lot west of the Holmes Street bridge be available?
Answer: 20 to 30 parking spaces of the parking lot will be available, as agreed
to by the Contractor at the time of contract awards.
3. Will the City take title of the Monnen's property by Derby Days?
Answer: Yes; action to finalize this process is elsewhere on the June 15 agenda.
4. Can the City allow a one year trial to allow parking for a fee on grass owned by Bluff
Avenue residents?
Answer: Section 10.61 of the City Code (Subdivision 2), includes language that
gives the City Council the flexibility to permit parking on grass, if it is found that
the need is due to a "business rush ". While the intent of this section of the code
was for holiday traffic near retail areas, the City Council could find the Derby
Days parking demands to be similar to that.
A simple motion authorizing parking on unpaved surfaces during Derby Days on
Bluff Avenue and the vicinity of Huber Park would be sufficient. Whether the
parking is free, or for a fee is not a question for the City.
Recommendation:
I recommend that the Council, by motion, authorize parking on unpaved surfaces due to
Derby Days "rush of business ".
If there are other concerns relating to Derby Days, the Council should indicate as part of
the discussion of this agenda item.
Relationship to Visioning:
This supports Goal D, "Maintain, improve, and create strong partnerships with other
public and private sector entities"
Action Required:
If the Council concurs, it should, by motion, authorize parking on unpaved private
property surfaces in the vicinity of Bluff Avenue and Huber Park, due to the "business
rush" caused by Derby Days activities. This would be for the dates August 4 8 2010,
inclusive..
