SUBJECT: Authorize Consultant Extension Agreement for
2010 GIS /CMMS Work Plan

INTRODUCTION:
This agenda item is for the City Council to consider authorizing a consultant extension
agreement for 2010 Geographic Information System (GIS) and Computerized
Maintenance Management Services (CMMS) to support the Public Works GIS /CMMS.
BACKGROUND:
Included with this memo is a 2010 GIS /CMMS work plan proposal from WSB &
Associates, Inc. needed to support continued development of the GIS /CMMS on special
tasks. The level of support is for specific tasks in sign management, park assets, utility
map update, police mapping and to implement NPDES MS4 inspections. The cost of the
2010 work plan is as follows:

Funding for this consultant work was included in the 2010 Budget and as follows:

Sufficient funds exist in the budget to meet this 2010 GIS /CMMS work plan by the
consultant.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute the consultant extension
agreement from WSB & Associates, Inc. for GIS /CMMS in 2010.
2. Do not authorize the appropriate City officials to execute the consultant extension
agreement from WSB & Associates, Inc. for GIS /CMMS in 2010.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No. 1 in order to authorize consultant GIS /CMMS
for 2010.
ACTION REQUESTED:
1. Authorize the appropriate City officials to execute the consultant extension
agreement from WSB & Associates, Inc. for 2010 GIS /CMMS in an amount not
to exceed $12,499.00.

Dear Mr. Loney:
I am pleased to submit this work plan on behalf of WSB & Associates, Inc. to support and
continue the development of the Geographic Information System (GIS) and Computerized
Maintenance Management System (CMMS) for the City of Shakopee. The 2010 tasks will focus
on field operations using Cartegraph mobile technology.
SIGNview Development
A number of SIGNview related tasks have been identified for completion in 2010. The
SIGNview module configuration must be optimized, Todd Schumacher must be trained
on the use of SIGNview and additional support may be required as Sign inventory
activities continue.
Cost: $1,050
InfoLink Web Mapping Implementation
WSB will update the standard web mapping interface used by the City of Shakopee to make
use of the WSB InfoLink interface. This intuitive interface will enhance ease of use by
providing a more intuitive search tool, an easy to read info window, and descriptive titles for
parcel information. WSB staff will reconfigure the City's map services, implement the
InfoLink mapping tool, and lead a training session for staff on utilizing the InfoLink
application.
Cost: $1,929
Parks Module Development
Based on preliminary discussions with Bill Egan, the Cartegraph system needs to be
configured to support a detailed park inventory including grills, fences, backstops, and other
infrastructure. Based on conversations with Park Maintenance and GIS staff, the goal is to
develop a set of mobile tools that:
• Supports the initial collection of parks data
• Allows staff to easily record maintenance activities
• Supports GPS location for each point

It is our understanding that the City's goal is to implement a solution that is easy for field
staff to use while, at the same time, makes as few modifications to the Cartegraph system as
possible. To achieve this goal it will be essential to:
• Thoroughly define the system requirements and objectives
• Deploy a pilot solution for data collection
• Deploy a final field solution and office -based system to manage the detailed
inventory
WSB staff will work closely with Park Maintenance and GIS staff to define the requirements
and develop a system that achieves the above - stated goals. Because the final requirements
have yet to be defined, an estimated range of costs is provided below. If the overall cost will
exceed the estimated range, the Park's Maintenance Supervisor and Public Works Director
will be notified before proceeding.
Cost: $4,640
Shakopee Staff Time: 40 - 80 Hours
Update Map Books
New utility map books will be created to reflect utility updates that have been applied to the
GIS. City staff will be provided with a copy of the map book for review followed by five
final copies.
Cost: $1,520
Police Department Mapping
This task includes assisting the City's GIS Specialist with creating a crime mapping
application for the Police Department.
Cost: $1,680
Implement NPDES MS4 Inspections in Cartegraph
Based on the revised inspection sheet that is under developed by the Water Resource
Engineer, the GIS Specialist, and the inspection staff, a mobile inspection form will be
created to meet the MS4 SWPPP reporting requirements. The STORMview reporting tools
will be modified to incorporate the mobile configuration so that the reports generated by
CarteGraph meet the PCA's reporting requirements.
