City of Shakopee Memorandum C NsENT TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrato9 SUBJECT: Adoption of Revised Job Descriptions & Authorization to Advertise for Recreation Supervisor DATE: May 26, 2010 Introduction The City Council is asked to adopt revised job descriptions for two of the City's four Recreation Supervisor positions and to authorize staff to advertise for applicants to fill the currently vacant Recreation Supervisor position. Background Job Descriptions The Parks, Recreation and Natural Resources Department currently has four Recreation Supervisor positions in its 2010 operating budget: 1. Recreation Supervisor — Ice Arena 2. Recreation Supervisor — Athletics, Adult Activities & Summer Programs 3. Recreation Supervisor — Youth, Teens & Seniors 4. Recreation Supervisor — Aquatics, Fitness & Community Center These four positions have been in place for many years. However, the recent resignation of Travis Karlen leaves one vacancy. It also provides the opportunity to consider a modest reorganization of areas of responsibility. Therefore, Parks, Recreation and Natural Resources Director Jamie Polley has made changes to the attached two job descriptions in order to swap responsibility for community center operations with responsibility for senior programming. Brad Eller, who is currently the recreation supervisor assigned to youths, teens and seniors would now become responsible for youth, teens and community center operations. The person hired to fill the currently vacant position would then take on aquatics, fitness and seniors. This reorganization of areas of responsibility would not impact the minimum qualifications for the position or pay grades. Advertising Staff is seeking authorization to begin the hiring process by advertising for, screening and interviewing applicants. Staff will return to Council for approval to make a formal job offer to the top candidate. 4 Budget Impact Both the adopted 2010 budget and preliminary 2011 budget provide funding for four full - time Recreation Supervisors. As noted above, the proposed revisions to two job descriptions within the department will not impact the pay grades of those positions. Relationship to Vision This item is related to Goal E: Deliver effective and efficient public services by a staff of well - trained, caring and professional employees. Requested Action: If the Council concurs, offer a motion to adopt the attached job descriptions for the positions of Recreation Supervisor — Youth, Teens & Community Center and Recreation Supervisor — Aquatics, Fitness and Seniors. Council is also asked to offer a motion to authorize staff to begin the hiring process for the Recreation Supervisor — Aquatics, Fitness and Seniors position. Job Description Job Title: Recreation Supervisor Area of Emphasis: Special Events, Teen, and Community Center Operations Department: Parks, Recreation and Natural Resources Location: Community Center Reports To: Parks, Recreation and Natural Resources Director FLSA Status: Exempt Prepared By: Jamie Polley Prepared Date: 5/10 Approved by: City Council 6/1/10 Salary Level: Grade 7 SUMMARY Under the supervision of the Parks, Recreation and Natural Resources Director, this position, is responsible for the operations of the Community Center and developing and implementing recreation programs for youth, teens and special events. Aspects of the position include coordinating staffing and operation of the Community Center, developing and implementing youth and teen programs, working with community groups, coordinating special events, supervision of part -time and seasonal employees, and budget preparation and monitoring. ESSENTIAL DUTIES AND RESPONSIBILITIES The following are the essential duties and responsibilities. Other duties may be assigned. Supervise the Community Center Service Desk and related Community Center Operations. This includes: • Scheduling and supervising Building Supervisors and Service Desk Attendants. • Developing and conducting training programs for staff. • Overseeing facility rental, scheduling, and special use requests. • Coordinating Community Center programs and services including membership packages, healthcare reimbursement program, community center marketing, etc. • Coordinating community service workers and special projects. Develop initial program ideas, then design and implement programs and events to provide services in a variety of program areas. The following are the overall program areas and some examples of the types of programs within each area: • Preschool and Youth programs: Preschool Dance, Start Smart. • Teen programs: Grade 7 -9 Afterschool activities, Ski Club, STARS Committee, Intramurals. • Special Events: Music in the Parks, Derby Days, Senior Expo, Safety Camp, Teen Dances. Work with community groups to develop and nurture relationships, which results in cooperative programs and services that effectively and efficiently utilize resources. Recruit, interview, and recommend for hire part -time and seasonal personnel. Train and schedule staff to ensure adequate staffing levels to meet programmatic needs. Monitor performance of staff and recommend performance improvement measures or other action as needed. Prepare and submit the operating budget for the facility for review by the Parks, Recreation and Natural Resources Director; propose fees appropriate to meet budgetary requirements, and monitor budget expenditures and revenues. Provide information for brochures, pamphlets, press releases and publications that market programs, activities, and events within areas of responsibilities. Develop and supervise other recreation programs as needed. Introduce new program activities, equipment, and materials to staff. Responsible for ensuring compliance with workplace safety laws, regulations and policies as they relate to assigned areas and employees. Investigate, document and respond to complaints relating to recreation programs. Perform other duties as assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and /or ability required. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
