SUBJECT: Authorization to Hire Community Service Officer

Introduction
The Council is asked to authorize the hiring of a temporary, seasonal Community Service Officer
in the Police Department.
Background
The Police Department currently has two full -time Community Service Officer positions that are
vacant. We are in the process of interviewing candidates in order to refresh the existing eligible
register, and hope to seek authorization for a full -time hire at the conclusion of this process.
However, summer is a very busy time of year for the Police Department and there is a lot that
could be done by a CSO during the months of June, July and August. Therefore, the Department
is seeking authorization to hire one of the individuals on the existing eligible register for a
temporary, seasonal position.
This will provide some cost savings to the City, as temporary, seasonal employees are not
benefits eligible.
There is an established register for the position of Community Service Officer. The following
are the top three names on the register, in alphabetical order:
Ryan J. Lundy
Joseph J. Theis
Christopher J. White
The Police Department has completed a thorough background check on Joseph Theis and is
recommending him for hire on a temporary, seasonal basis. Mr. Theis is currently a paid -on -call
firefighter for the City. Therefore he has already completed a pre - employment psychological
evaluation and physical /drug -test, as well as annual medical exams for the past two years.
Recommendation
Staff recommends that Council authorize the hiring of Joseph Theis as a Community Service
Officer, on a temporary, seasonal basis.
Budget Impact
Wages for this position can be funded out of the Police Department's adopted budget.
Requested Action
If it concurs, the Council is asked to offer a motion to authorize the hiring of Joseph Theis as a
Community Service Officer on a temporary, seasonal basis at Grade 2, Step E of the 2010 Full -
Time Pay Plan ($15.98 per hour).
