Comment:
Introduction:
The Council is asked to approve the recommended architectural and financial consultants for
the Community Center improvement projects, and approve funding for the same.
Background:
At the May 4 th City Council meeting, staff gave the City Council an option to form a Study
Committee to further study the improvements or to move forward with consultant
recommendations for a financial study and architectural services. Staff was directed to bring
back recommendations for consultants for architectural and financial (but with no survey poll
to gauge community support). In addition, staff was directed to bring back recommendations
for funding the consultants, preferably without a budget amendment.
Due to the short timeframe involved, consultants were not solicited through a typical RFP
process; staff instead contacted consultants with which the City has had previous experience
working, in these areas.
On Wednesday, May 12 a panel consisting of the City Administrator, Assistant City
Administrator, Finance Director, Director of Public Works and the Director of Parks, Recreation
& Natural Resources interviewed two financial consultants and two architectural consultants.
As a result of those interviews, staff is recommending that the City Council approve Park and
Recreation Consulting, LLC and Ken Vraa Consulting, LLC as the financial consultant, and Oertel
Architects as the architectural consultant.
Consultants:
Financial- Park and Recreation Consulting, LLC and Ken Vraa Consulting, LLC together are
recommended, based on their knowledge and expertise in the field of Parks and Recreation. It
was felt that they offer operational expertise that a traditional consultant may not be able to
provide.
Together Ken Vraa and Harvey Feldman bring to the table over seventy years of combined
administrative experience in working with community and City Councils in providing recreation
services that they believe will be an asset to this process. They have worked together on several
local projects including Eagan, Inver Grove Heights, Victoria and Richfield. This work focused on
projects ranging from ice arenas, community centers, senior centers and fitness facilities.
More detailed information concerning their backgrounds can be provided if requested.
The fee for their proposed financial services totals $14,700.
They note that they are not bond consultants, and it is possible that the City's financial
consultant Springsted will be used to determine the bonding options available for the City.
Additional cost may be incurred for bond consulting.
Architectural /Programming— Oertel Architects is recommended, based on their prior
experience working with the City of Shakopee. They have completed five projects for
Shakopee since 2004, including three Public Works projects, the 2006 Fire Station renovation,
and the 2007 Aquatic Building design and construction. They have also been involved with
several community center projects in the Twin Cities, and have performed one ice arena study.
The proposed fee for the architectural services totals $11,830.
Funding:
The combined costs of the consultants is $26,530 (with an estimated $3000 additional needed
if additional bonding information is necessary). Staff is recommending that funding for the
consultants come from the current year's Park, Recreation & Natural Resources budget, where
$30,000 has been identified. This includes two months' salary from the personnel line item that
will not be utilized while the recent vacant Recreation Supervisor position is waiting to be filled.
As such, no budget amendment will be necessary.
Recommendation:
I recommend that the City Council approve the hiring of Park and Recreation Consulting, LLC
and Ken Vraa Consulting, LLC as the financial consultants, and Oertel Architects as the
Architectural consultant for the Community Center improvement projects. Funding for the
consultants is recommended to come from the approved 2010 Parks, Recreation &Natural
Resources budget.
Relationship to Visioning:
This supports Goal A, "Keep Shakopee a safe and healthy community, where residents can
pursue active and quality lifestyles."
Action Required:
If the Council concurs, it should approve the hiring of Park and Recreation Consulting, LLC and
Ken Vraa Consulting, LLC as the financial consultants, and Oertel Architects as the Architectural
consultant for the Community Center improvement project, with funding to come from the
approved 2010 Parks, Recreation & Natural Resources budget.
