CITY OF SHAKOPEE Cru't, N!, N T Memorandum J TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrates SUBJECT: Resignation / Retirement of Police Officer Brian Clark DATE: May 12, 2010 Introduction The City Council is asked to accept the resignation of Police Officer Brian Clark, effective May 21, 2010, and adopt the attached resolution of appreciation. Background Brian Clark joined the Shakopee Police Department on July 1, 1986. After nearly twenty -four years of service, he has submitted a notice of resignation, effective May 21, 2010. Recommendation Staff recommends that the resignation be accepted, with regret, and that the attached resolution of appreciation be adopted. Requested Action The Council is asked to offer a motion to accept, with regret, the resignation of Officer Brian Clark, and to offer Resolution No. 7006, A Resolution of Appreciation to Officer Brian "Barney" P. Clark, and move its adoption. RESOLUTION NO. 7006 A RESOLUTION OF APPRECIATION TO OFFICER BRIAN `BARNEY" P. CLARK WHEREAS, Brian "Barney" Clark began his law enforcement career with the Scott County, Minnesota Sheriff's Office as a 9 -1 -1 dispatcher in 1983, then as a part-time deputy from 1984 until 1986; and WHEREAS, on January 1, 1986, Brian `Barney" Clark was hired as a patrol officer with the Orono, Minnesota, Police Department; and WHEREAS, on July 1, 1986, Brian "Barney" Clark began his career with the City of Shakopee, as a patrol officer with the Shakopee Police Department; and WHEREAS, during his 24 years of service, Officer Clark made Shakopee a better community with his ability to solve problems and enforce the law; and WHEREAS, during 24 years of dedicated service with the Shakopee Police Department, Officer Clark has held many different positions, to include - starting the Officer Friendly program in the Shakopee schools; starting the DARE program in the Shakopee schools and teaching the program for many years; Field Training Officer for a number of years; Investigator; Juvenile Officer; School Resource Officer; and WHEREAS, Officer Clark was one of the first officers formally trained in Community Oriented Policing. Through 24 years of committed service, Officer Clark has established himself as one of the most identifiable officers the department has known. Through his positive and often humorous interactions with students and community members, Officer Clark embodied the principles of Community Policing; and WHEREAS, starting in August 2007 until the end of his law enforcement career with the department, Officer Clark held the position of Crime Prevention/Multi Housing Officer and the Liaison Officer to Shakopee Crime Prevention, Inc., working with local citizens and businesses to provide a safer living environment for our community; and WHEREAS, Officer Clark has submitted his resignation for the reason of retirement. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that it hereby accepts with great regret the resignation of Officer Clark, from the Shakopee Police Department, effective May 21 5 ', 2010; and, BE IT FURTHER RESOLVED THAT THE MAYOR AND CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, expresses their deep appreciation for the contributions of Officer Brian "Barney" Clark to the City of Shakopee, and extend to him their best wishes for every happiness and success in his future endeavors. Adopted in adjourned regular session of the City Council of the City of Shakopee, Minnesota, held this 18 day of May, 2010. Mayor of the City of Shakopee ATTEST: City Clerk
