SUBJECT: Appointment of IT Director
Action Sought
The Council is asked to authorize the hiring of Andrew Hutson for the position of
IT Director, with a starting salary of Step B of Grade 10 of the 2015 Non-Union
Pay Plan, effective August 24, 2015. Secondly, the Council is asked to appoint the
IT Director as the City's representative to the LOGIS and I-Net Joint Powers boards.
Background
Earlier this year the Council authorized creation of the new position of IT Director,
approved a job description and placed the position in Grade 10 of the Non-Union
Pay Plan. After advertising for applicants and conducting multiple rounds of
interviews, staff is recommending hiring Andrew Hutson for the position. Mr.
Hutson is currently an IT Manager with General Mills, where he has worked since
2001. He is also a current paid-on-call firefighter for the Shakopee Fire Department.
As noted in the earlier memo seeking approval of the job description, the market for
IT professionals is competitive and it was anticipated that we would have to pay at
or near the top of the pay scale in order to attract a candidate with the desired
qualifications. That has proven to be the case as Mr. Hutson's starting salary is
recommended to be Step B of Grade 10, which is currently $104,140 per year. As
this is above the mid-point of the salary range, Council approval is required.
Additionally, it is proposed that Mr. Hutson be granted a starting bank of 40 hours
of vacation time and vacation accrual at the rate of 160 hours per year, which is the
normal accrual for an exempt employee with five years of completed service to the
City.
Mr. Hutson has already successfully completed an in-depth background
investigation and the required pre-employment medical exam. His anticipated start
date is Monday, August 24.
In addition to approving the terms of Mr. Hutson's employment, the Council is
asked to update the City's appointments to two Joint Powers bodies to which the
City belongs. The first is the board appointment for LOGIS, a member-driven IT
consortium through which the City obtains numerous IT services and several of our
enterprise software applications. Prior City Council action appointed the Finance
Director as the primary board representative and the Assistant City Administrator as
the alternate. Now that we have an IT Director, it is recommended that he serve as
the primary board representative and that the Assistant City Administrator remain
the alternate. Secondly, it is asked that the Council update the City's appointment to
the Joint Powers Board for the I-Net, a shared fiber network of the City of
Shakopee, Scott County and the Shakopee School District. The current
representative to this board is the Assistant City Administrator, but as we now have
an IT Director it is recommended that he would be a more appropriate
representative to this board as well. Resolutions to officially make both of these
appointments are attached.
Budget Impact
There are sufficient funds within the adopted IT Budget to support the requested
salary level.
Requested Action
The Council is asked to authorize the hiring of Andrew Hutson for the position of
IT Director at Step B of Grade 10 of the City's Non-Union Pay Plan.
The Council is also asked to offer Resolution No. 7595, a resolution designating a
director and an alternate director to the LOGIS board, and Resolution No. 7596, a
resolution designation a director for the Institutional Communications Network
Joint Powers Board, and move their adoption.

WHEREAS, the City of Shakopee is a member of the Local Government Information Systems
(LOGIS)joint powers body;
WHEREAS, each member is to have one director and one alternate to the entity's Board of
Directors;
NOW,THEREFORE BE IT RESOLVED BY THE CITY CONCIL OF THE CITY OF SHAKOPEE,
MINNESOTA,that the City's IT Director shall serve as Director to the LOGIS Board and the City's Assistant
City Administrator shall serves as the Alternate Director, effective September 1, 2015.

RESOLUTION NO. 7596
A RESOLUTION AMENDING RESOLUTION No.6499,DESIGNATING A DIRECTOR FOR
THE INSTITUTIONAL COMMUNICATIONS NETWORK JOINT POWERS BOARD
WHEREAS, on June 1, 2003,the City of Shakopee entered into a Joint and Cooperative
Agreement to own and operate an Institutional Communications Network (I-Net)with Scot County and
Independent School District No. 720; and
WHEREAS,the above agreement establishes a Joint Powers Board to operate, manage and
control the I-Net and provides for the governing body of each member to appoint one member to the
Joint Powers Board;
NOW,THEREFORE BE IT RESOLVED BY THE CITY CONCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City's IT Director shall serve as the City-appointed Director on the Joint Powers
Board for the Institutional Communications Network(I-Net) of Scott County, Independent School District
No. 720 and the City of Shakopee, effective September 1, 2015.
