SUBJECT: Shakopee Downtown Partnership Classic Car Cruise--201O

Comment:
Introduction:
The Council is asked to authorize street closures and use of sidewalks to facilitate the
"Classic Car Cruise" (displays of hot rods and custom cars) on specific Friday nights
during the summer in the downtown area.
Background:
For the past four years, Bryan Turtle and some associates have received permission from
the City to block off portions of downtown streets to allow for the parking and display of
custom cars and hot rods.
The "blocked off' streets needed to facilitate this again this year would remain the same
as in 2009-- Lewis from First A venue to the north side of Third, and First A venue from
Sommerville to Holmes.
The number of Friday nights would be reduced from previous years, and is proposed to
occur on alternating Friday nights from June through the end of August--attendance in
September has been typically down, and so Fridays during that month are not being
included this year).
The Cruise runs from approximately 6 pm until 10 pm. The Police and volunteer parking
monitors would help to direct traffic. Unlike previous years, Boy Scouts will not be
involved, either in parking and traffic assistance, nor would they operate sidewalk food
stands. Assistance would be provided by one off duty police officer, the costs of which
would be paid for by the organizers--in an effort to contain costs, there is proposed to be
one officer, rather than two as has been done in previous years.
This is proposed to start on Friday night, June 4th. It would run every other Friday,
including these dates:
June 4th and 18th
July 2rd, 16th, and 30th
August 13th and 27th
If additional clean up is needed from City forces on any of the following Saturday
mornings, the organizers would be billed for that. This has not been necessary over the
past years.
All other on-street and the parking lot spaces would be available for patrons, viewers, and
overflow of the display cars, should those be necessary. There will be a small number of
spaces in the public parking lot across from Bill's Toggery reserved for residents of
downtown apartments who request reserved parking permits.
Accommodations would be made for the Sports Stop, who had indicated concerns about
access in the past, due to the fact that that business is open until 7pm. The adjacent
Mexican restaurant has been made aware of the planned events.
Budget Impact:
So that the event is "revenue neutral" for the City, the costs that the City incurs will be
reimbursed from the organizers. Typical expenses as listed include police overtime,
Public Works clean up (if necessary), and portable toilets.
The City of Shako pee is required to be listed an "additional insured" for the purposes of
liability insurance. The provider of that policy is still being determined, and will be a
contingent item to resolve prior to final approval.
Relationship to Visioning:
This supports Goal A "Keep Shako pee a safe and healthy community, where residents
can pursue active and quality lifestyles ", and Goal D, "Maintain, improve, and create
strong partnerships with other public andprivate sector entities. "
Recommendation:
In order to accommodate the Classic Car Cruise, I recommend approval of the request to
close First A venue from Sommerville to Holmes Streets, and Lewis Street from First to
Third Avenues.
Action Required:
If the Council concurs, it should, by motion, authorize the closure of First Avenue from
Sommerville to Holmes, and Lewis Street from First Avenue to the north side of Third
Avenue on alternating Friday nights from 6 to 10 PM, beginning June 4th and ending
August 27th, 2010, for the Shakopee Downtown Classic Car Cruise, contingent upon
satisfactory liability insurance being provided, listing the City as an "additional insured".
