Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Overhead Power Relocation on CSAH 21 Reconstruction Project along CSAH 16 DATE: May 4,2010 INTRODUCTION: This agenda item is to consider whether the existing power lines on County State Aid Highway (CSAH) 21, from 1/8 mile east and 3/8 mile west of the new intersection of CSAH 21, after relocation, should remain overhead or to require undergrounding of this power line. BACKGROUND: On April 7, 2009, the City Council approved the execution of a Cooperative Agreement with Scott County on the proposed CSAH 21 project. This County project will complete CSAH 21, from CSAH 42 to CSAH 18. On the CSAH 21 project, there exists overhead power lines along the south side of CSAH 16 to serve property in this area of Shakopee. The reconstruction of CSAH 16 will require the relocation of existing power lines as part of this project. Per Subd. 24D of the City's Right-of- Way Ordinance, the City may require a permanent relocation of a facility and require this Subd. 24D would be promoted. The three purposes listed in Subdivision 24D include the following: i) Safe travel over the right-of-way ii) Non-travel related safety around homes and buildings where overhead feeds are connected iii) Orderly development in the City Attached to this memo is a memo from Joe Adams of Shakopee Public Utilities Commission (SPUC) in regard to the relocation of this facility that went to the April 14, 2010 SPUC meeting. SPUC voted to accept the cost estimates by staff and move this item to the City Council. The additional cost to underground the overhead lines along the south side of CSAH 16 is estimated to be $25,000.00. The memo provided by Joe Adams to the Commission outlines three alternatives as follows: 1. Underground the entire length of overhead power lines to be relocated at this time (cost is $75,000.00). 2. Relocate the overhead power lines in the area to be relocated (cost is $50,000.00). 3. Underground a portion of overhead power lines to be relocated past the transit site and future park access entrances. (cost is $67,500.00). SPUC's staff is in favor of the third option which would relocate the western third of the overhead lines and keep it overhead. The remaining two-thirds of the existing would be underground. The reason being is to be certain that the underground cables would not be affected by a future road project. ALTERNATIVES: 1. Approve a motion determining that the existing overhead power lines on CSAH 16 can be relocated. 2. Approve a motion determining that the existing overhead power lines on CSAH 16 shall be placed underground upon relocation. 3. Approve a motion determining that the existing overhead power lines on CSAH 16 should be placed underground and overhead upon relocation as shown on Option 3 drawing from SPUC. 4. Table for additional information. RECOMMENDATION: Staff believes this is a policy issue for the City Council on whether or not to require existing overhead lines along CSAH 16 to remain overhead or to be installed underground. Subd. 24D states the City (may require) this line to be installed underground and is in the discretion of the City Council. Staff can support Option No.1 or No.3 and No.3 does underground the power lines in the area where the permanent road width of C.R. 16 is being constructed. Future road improvements to C.R. 16 will allow future Council's the opportunity to decide on undergrounding of power lines. Adams, Planning & k'ngineering DirectorY C . ~ V SUBJECT: CSAH 21 Improvement Project and CR 16 Overhead Line Relocation DATE: April 14, 2010 ISSUE Scott County is constructing CSAH 21 during 2009-11. The improvements consist of constructing a four lane urban section with curb, gutter, storm sewer and trails on both sides of the centerline. The improvements also include re-constructing CR 16 from approximately 1/8 mile east and 3/8 mile west of the new intersection with CSAH 21. These improvements to CR 16 at the intersection with CSAH 21 will require the relocation of utility lines; including the SPU overhead three-phase distribution line along the south side of CR 16. BACKGROUND The existing overhead power line along CR 16 between CR 18 and CR 83 was originally acquired in 1991 from MVEC with the service territory acquisition. The line consists of a REC standard three 4/0 ACSR overhead phase wire design and a single 110 ACSR neutral wire on wood poles and cross arms. At the present, the existing overhead three-phase main line feeder provides bulk distribution to the area along CR 16 between CR 18 and CR 83. The line also provides a critical function as a back up path during contingencies to areas in east Shakopee along CR 18 and to our service territory in Prior Lake. Within the project area, there are no existing services. There is one planned new service within the project area to the new transit station. East of the project area is the Eagle Creek Elementary School and several residential subdivisions. West of the project area there is a rural residential subdivision and the tap to the SMSC properties along McKenna Road. Per the terms of the City of Shako pee's Right of Way Management Ordinance, the Council may order the line to be relocated underground pending notification of the cost difference between relocating the line overhead and underground. DISCUSSION Staff has reviewed the construction plans for the right of way improvements and has determined that the estimated cost of placing the three-phase main line feeder underground throughout the project area to be $75,000. In comparison, the estimated cost to relocate the existing facilities and keep them overhead throughout the project area is $50,000. In either case, we would also incur an additional cost to remove the existing overhead main line feeder at an estimated amount of$5,000. The funding source for the relocation of the facilities would be from electric revenues via standard rates for the first $50,000 and via the Relocation Underground Charge fund for any excess due to placing the facilities underground if so ordered by the Council. This is in accordance with the Commission's relocation policy adopted in Resolution #742 Resolution Establishing a Relocation Underground Charge dated November 3, 2003. An alternative plan is to relocate the western third of the overhead line and keep it overhead, while placing underground the remaining two thirds of the existing line where we can be more certain that the underground cables would not be affected by a future road project to improve CR 16 to a four lane urban section. The estimated cost to install a combination of overhead and underground is $17,500 for the overhead section and $50,000 for the underground section for a total cost of $67,500. In the alternative plan, the funding source for the overhead pOliion's relocation cost of$17,500 would be from electric revenues via standard rates as it would be for the first $25,000 of the $50,000 cost to relocate the underground portion with the excess of$25,000 coming from the Relocation Underground Charge fund for placing the facilities underground if so ordered by the Council. This is in accordance with the Commission's relocation policy adopted in Resolution #742 Resolution Establishing a Relocation Underground Charge dated November 3, 2003. RECOMMENDATION Staff recommends the Commission accept the estimated costs and direct staff to forward them to the Council to aid the Council in making their determination under the City's Right of Way Management Ordinance whether or not to order none of the facilities, all of the facilities or a portion of the facilities to be relocated underground.
