SUBJECT: Replacement of Compressors in Library Air Conditioning System

Introduction
The Council is asked to consider authorizing replacement of two compressors within the
Library's air conditioning system.
Background
The Shakopee Library has a York air conditioning system that relies on 6 compressors, working
in two circuits of three compressors each. If any of the three compressors within a circuit fails,
the entire circuit shuts down. Currently, two compressors within one circuit have failed and
cannot be repaired. The Library's early season cooling needs can be met by the remaining
circuit, but there is no back-up and no second circuit to maintain the building's temperatures
when we get into the hottest days of summer.
The City has been working with Owens Company to diagnosis the problem and has received a
quote for purchase and installation of two new compressors (see attached). The quoted price is
$12,300 plus the cost of new coolant (Freon) which will have to be placed into the unit once the
compressor replacement is complete. The quantity of coolant needed is not known at this time,
but is expected to cost several hundred dollars.
While the York air conditioning system is original to the Library building, we have had to
replace numerous compressors in the 7 years since the building opened. Staff is recommending
replacing compressors yet again because we recently completed a recommissioning of the
building's mechanical systems as recommended by the energy auditor we're working with. This
recommissioning, which was completed in December of2009, placed the building on a
computerized schedule for heating and cooling. In addition to reducing the building's energy
consumption, it is our hope that these changes will put less wear and tear on equipment such as
the air conditioning system and will therefore break the trend we've been experiencing of having
to replace compressors on a regular basis. If this turns out not to be the case, and we continue to
experience compressor failures, even with the new computerized schedule, staff is then likely to
recommend replacement of the entire unit.
Budget Impact
The adopted budget for the Library building includes $15,000 for building maintenance such as
this. However, $3,200 of this has already been spent and additional costs are likely throughout
the year. A major HV AC expenditure such as this was not anticipated. Therefore, staff is asking
Council to authorize purchase of these compressors from unallocated funds in the General Fund
fund balance.
If Council approves this action, the actual budget amendment to transfer currently unallocated
funds into the Library budget will be brought forward by the Finance Director at a future Council
meeting.
Relationship to Goals. This is a housekeeping item.
Requested Action. If the Council concurs, it should offer a motion to authorize staff to proceed
with replacement of two compressors for the Library air conditioning system, from Owens
Companies, at a cost not to exceed $13,000 to be taken from currently unallocated General Fund
dollars.

Dear Duane:
Owens will complete the following repairs on the York packaged unit at the Library.
. Replace two compressors in circuit #2
. Replace the isolation valves that are leaking through for circuit #2
. Modify the hot gas by-pass operation
. Replace the oil in circuit #1 compressor
. Replace the driers in circuit #1
The compressor replacement will require removing all refrigerant as the isolation valves do not
hold. We have included replacement of these valves. Once the new isolation valves are in
place, future repairs to the refrigeration circuits will not require removal of the refrigerant.
The two new compressors in circuit #2 include new oil in that system. We recommend replacing
the oil in the compressor in circuit #1 so that clean, new oil is throughout the system. This is
mentioned above and is included.
Replacement of the liquid line driers is also recommended as these driers are designed to catch
contaminants in the system and once you install new compressors, oil, etc. it is recommended to
also replace the driers. This is included in the above services.
The system is low on refrigerant however we do not know by how much. This cost is not
included, we will notify you before proceeding.
The price installed for all above services is Twelve Thousand Three Hundred Dollars and

All parts are currently in stock on the east coast. Shipping will take about a week or more and
installation of all components will take about a week.
