Action Sought
The Council is asked to authorize the hiring of BKV Group for the preparation of
plans and specifications for a new City Hall, at a cost of$360,000.
Background
At the April 7 City Council meeting, the Council heard the results of a City Hall
Feasibility Study conducted by the architecture firm of BKV Group. The study
presented four possible options for meeting the needs of City Hall, including
remodeling within the footprint of the existing building, adding on to the existing
building, tearing down the existing building and building new on site, and building
a new City Hall on Gorman St., adjacent to the Police Station. Following
discussion, the Council voted 4-1 in favor of building new on Gorman St. and
directed staff to bring the issue back during the month of July.
The construction of a new City Hall adjacent to the Police Station would provide a
one-stop shop for residents and customers by locating a majority of City operations
and staff along Gorman St. The proposed new building would provide additional
space plus much-needed improvements to the function, flow and security of City
Hall. The estimated total project cost for a two-story structure is $7.3 million.
The next step in the process would be to proceed to design of the building and
preparation of plans and specifications for bidding the project. This includes:
A. Schematic Design
This would include the development of all floor plans, exterior elevations, building
sections, landscape plans, a narrative summary of all engineering systems and a
more refined cost estimate than what was developed as part of the feasibility study.
B. Design Development
This includes full development of the civil engineering and building systems such
as HVAC, plumbing and electrical.
C. Construction Documents
Budget Impact
BKV has submitted a price proposal of$360,000 for the above work and estimates
it will take approximately 7 months from start to finish. Funding for this portion of
the project would be taken from the City's General Government Buildings Fund.
Relationship to Vision
This item relates to Goal B: Positively manage the challenges and opportunities
presented by growth, development and change.
Recommendation
Staff recommends proceeding with full design of a new City Hall and preparation
of plans and specifications.
