Action Sought
Authorize the appropriate city officials to execute an extension agreement with
WSB & Associates, Inc. for the 4th Avenue and Shenandoah Drive Professional
Services.
Background
Staff had prepared a request for proposal (RFP) for this study and sent the RFP to
two consultants. The City received two proposals back from the following:
1. Bolton & Menk, Inc.
2. WSB & Associates, Inc.
The RFP's were reviewed by city staff Jeff Weyandt and Bruce Loney. The
consensus of the review team is to move forward on the project with WSB &
Associates, Inc.
Attached for Council information is the detailed work plan, schedule, fees and
Extension Agreement.
Recommendation
Staff is recommending WSB & Associates, Inc. for the project professional services.
Budget Impact
This project affects the City's CIF and needs to proceed in order to meet the
opening of the Amazon Distribution Facility.
Relationship to Vision
This supports Goal D & E: Maintain, improve and create strong partnerships with
other public and private sector entities; and deliver effective and efficient public
services by a staff of well-trained, caring, and professional employees.

Dear Mr. Loney:
According to our Agreement for Professional Services within the City of Shakopee and Section
I-C-2 (Major Projects),this extension agreement is written to provide you with an estimate of
cost for engineering services for the above-referenced project. We are proposing to complete the
work as detailed in our proposal dated July 10, 2015 (attached).
We propose to complete the work as cost-reimbursable basis in accordance with our current fee
schedule in the amount of our July 10, 2015 cost estimate $142,647 (attached). It is proposed
that all work under the final design portion of the contract would be considered complete after
the preconstruction conference. We will review our progress monthly and will not exceed these
amounts without your prior approval.
We are available to begin work as soon as authorized by the City, and we anticipate we will
complete the project according to the schedule in our proposal
This letter represents our entire understanding of the project scope. If you are in agreement,
please sign on the space provided and return one original signed copy to us for our records. We
will start immediately upon receipt of the signed agreement.

WSB &Associates,Inc. (WSB)is pleased to propose our services for the above listed project.We have
extensive experience in the project area involving project design,adjacent site plan reviews,drainage studies,
traffic studies and construction observation.
WSB understands the significance of the project,not only to the City of Shakopee,but also to its fellow
stakeholders. WSB has identified Donald Sterna to be the project manager. Don will oversee a project
design team with the expertise to deliver this project within the timeline specified.We see the right of way
acquisitions as the critical path to this project and our in-house right of way acquisition service group allows
us to efficiently coordinate this work in the extremely tight time frame allowed.
The attached work plan describes the approach and tasks proposed to be completed by WSB for street and
utility design for the 4th Avenue and Shenandoah Drive project improvements. The work plan includes
engineering design services for roadway,storm sewer,sanitary sewer and water main,signing and striping,
traffic control,storm water treatment,removals,erosion control,street lighting and conduit crossing plans,
along with project coordination. The work scope also includes right of way acquisition services.
We are available to begin work as soon as authorized by the City,and we anticipate we will complete the

Jon Chiglo, PE
Principal
Jon is a senior project manager with more than 17 years of experience. During this time
Jon has managed numerous projects ranging from preventive maintenance to major river
/=' crossings and urban reconstructs. Jon has also served as the Minnesota DOT Engineering
Services Division Director. In this role Jon lead an effort to strengthen the Project
Management skill sets and he will use his own project management expertise and lessons learned to assist the
Project Manager in achieving the goals of this project.
John Powell, PE
Quality Assurance and Quality Control
John has more than 29 years of experience,with a strong emphasis on delivery of municipal
infrastructure projects. He most recently served as the Public Works Director/City
Engineer for the City of Savage for over eight years and is very familiar with the study area.
John continues to serve the City of Savage as their City Engineer,through a contract with
WSB,and will be conveniently accessible to the City of Shakopee staff. John is also familiar with the local,
regional and state transportation systems that are included in the study area,and he knows how important it
is for the systems to function together in order to safely and efficiently move people,goods,and services.
John will be involved throughout the project duration to ensure delivery of technically accurate work
products,in a timely manner,and in a way that meets Shakopee's expectations. He understands the
challenge of managing multiple City projects,staff resources,consultants,and rapidly changing priorities;and
the importance of timely and efficient communication with City staff. In addition to timely completion of
individual tasks,he will also monitor the overall project milestones and will serve as an additional resource
for the Project Manager.
Tom Voll, PE
* Lead Design
t Tom is a Project/Design Engineer in our Transportation Group with over ten years of
experience. Her primary focus of work includes project coordination of preliminary and
final design,preparation of bid documents,and construction administration on various sized
roadway projects,utility plans,and pedestrian facilities. Tom has extensive knowledge of
MnDOT,state aid,and federal aid design standards. Tom was the lead designer for the 4th Avenue/Sarazin
Street Improvement project to the west of this project area.While employed at the City of Shakopee,Tom
performed construction inspection on the sanitary sewer extension on the east end of 4th Avenue and also
the storm and site grading improvements for the ware house developments on the south east end of 4th
Avenue.With his extensive background of the project area and numerous work on City projects makes him
an ideal candidate to complete this project.
Jeff Sandberg, PE
Water Resources Design Manager
Jeff is a Licensed Professional Engineer and Senior Project Manager in the Water Resources
w, Division at WSB. Jeff has over 24 years of engineering experience in the areas of municipal,
commercial development,and consulting engineering. His roles have ranged from Water
Resources Engineer to City Engineer to Vice President of Design for big-box clients such as
Home Depot,Walmart,and Life Time Fitness. Jeff currently leads a Team of experienced Water Resources
staff for WSB that are uniquely experienced in stormwater management and design of infrastructure
throughout the city of Shakopee and specifically in the surrounding area for the 4th Avenue and Shenandoah
Drive improvement project.

Ted has completed site development reviews for the City of Shakopee for most of the
ii commercial sites within the project area that we constructed over the years.He has in depth
knowledge of the project drainage and potential issues.He is the ideal person to lead the
design of the storm water systems for this project.
Todd Hubmer, PE
,. Water Resources Support and Background
°.; M Todd has more than 20 years of water resources engineering experience.He has completed
feasibility studies,plan reviews,engineering designs,and construction projects all within
the City of Shakopee 4th Avenue project area. His knowledge of the drainage issues and
capacities of existing systems comes from working in and around the 4th Avenue area over
the last 20 years. Most recently he completed the drainage review of the I-State site and is currently assisting in
the review of the Amazon site. Todd leads public participation processes,develops regulatory partnerships,and
secures regulator permitting for a wide variety of water resource,transportation,environmental,and municipal
projects.Todd has been responsible for the development of the Shakopee comprehensive water resource
management plan,Shakopee Stormwater model development,numerous feasibility studies,preparations of
plans and specifications,and construction management.He is also an expert in utilizing numerous water quality
and quantity models used in hydrologic/hydraulic analysis and is a recognized expert in developing partnerships
and unique BMPs to solve difficult flood and water quality issues on a multitude of projects.
Marcus Vanderbrug
Graduate Engineer- Design
Marcus has been employed in the engineering field for two years.He spent his first year
working as a design engineer I at CivilTech Engineering,Inc.located in Chicago,IL.There,he
was responsible for assisting in the design of roadway plans.He joined WSB and Associates in
the summer of 2014 and spends his time split between the transportation and construction
services departments.His responsibilities as part of the construction services department include inspection
for smaller projects such as mill and overlays and new developments.As part of the transportation department
he works on various aspects on developing plan sheets which includes the engineers estimate and estimated
quantities.He received his Bachelor of Science Degree in Civil Engineering in 2011 from Calvin College and
passed the Fundamentals of Engineering Exam in 2010.
Alison Harwood
Senior Environmental Scientist- Permits and Wetland Delineations
Alison has over six years of field and research experience,including wetland delineation,
monitoring,water resources permitting,and environmental and avian assessments. She is
a certified wetland delineator in Minnesota(WCD No. 1238)and has delineated countless
wetlands across Minnesota and neighboring states.Alison also has experience obtaining
various water resource-related permits,including Wetland Conservation Act approvals,Army Corps of
Engineers Section 404 and Section 10 permits,Department of Natural Resources Public Water Work permit,
and the Pollution Control Agency's NPDES permit.Alison s recent project experience includes performing
the wetland delineation and permitting for County State Aid Highway projects in Anoka,Hennepin,and Scott
Counties.

Ben Barker is a Right of Way Specialist with more than ten years of real estate experience
with the last six years concentrated on acquisition and relocation work. He is experienced
in land rights for local and state governments and has the ability to manage multiple complex
projects and initiatives to meet business needs. His experience includes acquiring easements
from commercial and residential owners. Ben is efficient,organized,and has great time management skills.
He is also a very effective negotiator;his experience includes ownership identification,title search,property
inspections,field title repots,landowner negotiations,relocation assistance,drafting documents,damage
settlements and permitting. He works closely with the clients,design staff,and landowners to address parcel
specific concerns. Ben's attention to these concerns not only resolves issues,it boosts project acceptance
among the landowners. He serves on the Executive Board of Minnesota Chapter 20 of the International Right
of Way Association.
Chuck Rickart, PE, PTOE
Transportation Design/Traffic Modeling
Chuck is a Senior Project Manager in our Transportation Group with over 25 years of
experience in traffic and transportation engineering. Chuck's project experience has
included project management for traffic and transportation planning and engineering projects,
construction engineering,site traffic engineering studies and reviews,parking studies,traffic
signal design and warrant analyses,project documentation,and environmental documentation.
Jeff Eggert

Jeff recently performed construction observation for the City of Shakopee on the Valley Park
