SUBJECT: Discussion of 20 10 Canterbury Park Special Event Calendar
MEETING DATE: April 20, 2010
INTRODUCTIONIDISCUSSION:
Representatives of Canterbury Park will be in attendance at the April 20, 2010 City
Council meeting to present and discuss their 2010 Special Event Calendar.
"Lilith Fair" will be returning to Canterbury Park on July 18,2010. According to the
web site, the concert event will run from noon to eleven p.m. Staffhas already received a
call from one of the area residents expressing concern about this event. This resident was
under the impression that the concert is scheduled to run to midnight.
ACTION REQUESTED:
Council is not asked to take specific action, but rather to discuss the special events
calendar with Canterbury Park representatives and any questions or concerns they may
have about the calendar or specific events.

Al\1ENDING THE ZONING MAP ADOPTED IN CITY CODE SEe. 11.03
. BY REZONING LAND COl\1MONLY KNOWN AS CANTERBURY PARK FROl\1

TO PLANNED UNIT DEVELOPMENT OVERLAY ZONE NO.3.

. \YHEREAS, the owners of the land described on Exhibit A, commonly known as Canterbury
. Park, submitted an application requesting rezoning from Racetrack District (RID) to Planned Unit
Development Overlay Zone; and
. \YHEREAS, notices were duly sent and posted, and a public hearing was held on May 4,
. 1995, at which time all persons present were given an opportunity to be heard; and
. \VHEREAS, the Planning Commission voted to recommend approval of the rezoning request
. to the City Council.
. THE OTY COUNCIL OF THE CITY OF SHAKOPEE, MJNNESOTA, ORDAINS:
. Section 1 - That the zoning map adopted by reference in City Code Sec. 11.03 is hereby
. amended by rezoning land described on Exhibit A, commonly known as Canterbury Park, from Race
Track District to Planned Unit Development Overlay Zone No.3.
.
. Section 2 - That all provisions of City Code Chapter 11, Zoning, shall apply 'to this zone,
except as modified below.
. r. The Project shall operate in accordance v.-ith the plans in the informational package submitted
. by the applicant and dated Apri125, 1995, and all Exhibits and Attachments.
. II. All uses at the site shall be in compliance with all federal, state, and City requirements
. including, but not limited to, health and environmental code requirements.
. III. A variance to Section 11.81, Subd. 5, regarding Mlmber of Buildings Per Lot is hereby
. approved.
. IV. The following procedural actions must be taken:
A A Development Agreement stating the conditions of approval of the PUD must be filed
. with the Scott County Recorder. ,
B.. The Mayor and City Clerk are hereby authorized and directed to execute the
. Development Agreement for the Planned Unit Development.

. Canterbury Park is in the process of developing the 28 acre Festival Fields area of
. our property to provide a more comfortable setting for our concert customers and to
. minimize the impact these events have on our neighbors due to the area being a
lower elevation and further from residential areas. In addition, we feel that the
. flexibility of the venue will allow us to develop, over the next few years, a wide
. variety of unique events that we previously were unable to host due to lack of space
and limitations on dates due to conflicts with our live racing schedule. In addition to
. music festivals, the venue could host events such as car and RV shows, dog shows,
. swap meets, sports tournaments, and cultural events.
. These new events should provide us with additional direct revenue and will benefit
our existing racing and card room business by exposing Canterbury Park to a large
. new audience. The events will also have a positive economic impact on Shakopee
. and the surrounding communities.
. Preliminary meetings have already begun with Shakopee Police, Rose Presents
(Promoter of all shows) and Canterbury Park to start planning for the three concerts
. scheduled for 2010. Additional meetings will be scheduled to, finalize plans for
. traffic, fire department and other issues.

Canterbury Park conducted an AMA Pro Flat Track Grand National
. Race in 1997. Due to weather delays and problems with the track
. conditions the event went later than anticipated, resulting in
. Canterbury Park and the City receiving numerous noise complaints.
. Prior to scheduling to bring back the race in 2010, we had discussions
with the sanctioning body of the AMA regarding how we can mitigate
. these complaints. As you will see by the attached schedule, we
. expect the races to be completed by 9 pm, which is much earlier than
. the previous event. We also discussed mufflers with AMA and have
. been assured that the current muffler requirements will result in noise
levels for this event being significantly lower than in 1997 . While we
. understand that there will be a certain noise level associated with this
. type of event, we are confident we will be within the levels allowed
. under the City of Shakopee noise ordinance.

. The AMA Pro Flat Track Grand National Championship is the oldest and most traditional form
of motorcycle racing, tracing it's roots back to the early 1900's when young daredevils tested
. each other on county fairground ovals all around the United States. In 1954, the first Grand
National Champion was crowned, as Joe Leonard had accumulated the most points in the new
. series. Since then, the series has seen major changes but remains strong 56 years later. At the end
of the 2010 season, the rider who accumulates the most combined points in Expert Twins and
. Expert Singles events will be crowned as the 2010 AMA Pro Grand National Champion and
. CatTY the #1 plate, a rider will also be crowned champion in each of the following classes, Pro
Singles, Expeli Singles and Expeli Twins.
. While the motorcycles have evolved greatly, the close, elbow-rubbing action remains. Grand
. National Twins races are contested on half mile and mile ovals with top speeds approaching 140
mph on the miles with twin-cylinder bikes ranging from 500cc to 1250cc. The Grand National
. Singles races are held on short track ovals and TT courses with 450cc single-cylinder production
frame machines. Each Grand National Championship event (Twins & Singles Nationals) will
. include the "Pro Class" competing on 450cc single-cylinder production frame machines to
. suppOli young competitors coming up through the ranks, while also providing a platform for
additional manufacturers and teams to go dili track racing at the Grand National level.
. For many years the venerable Harley-Davidson XR-750 has been the weapon of choice in the
. Grand National Twins Championship, but over the last few years the rules have been tweaked in
an effort to open the class to a variety of manufacturers. The 2009 season saw riders entered on
. machines from Suzuki, Triumph, Yamaha, Kawasaki, KTM and BMW, all challenging the
dominant Harley flagship.
