Subject: Future Recreation Facilities Improvements
INTRODUCTION
The City Council is asked to consider information regarding three potential projects identified by
the PRAB as priorities for the future of the Parks, Recreation and Natural Resources
Department. The Council will be asked to direct the initial planning and research for each
project.
BACKGROUND
On November 23, 2009 the PRAB identified three goals that they felt were priorities that would
greatly enhance the Parks, Recreation and Natural Resources Department. The three goals are
1) A senior center, 2) Multipurpose facility/2nd sheet of ice and 3) 2nd floor to the Community
Center fitness facility. These three items were chosen after lengthy discussion on what items
would be the most cost effective, increase revenue, and offer the citizens of Shakopee the most
opportunities.
Other items considered were a Children's Play/Activity area, and an indoor aquatic area.
Residents provided input on the needs, desires and uses of the three goals to the PRAB on
January 25th.
DISCUSSION
Since the January 25th PRAB meeting citizens of the City of Shakopee have begun to organize
in support of the three goal projects. The group entitled the projects "Shakopee Recreation:
Bringing People Together." The group along with Brad Tabke the PRAB Chair, would like to
address the Council to express the need, location and benefits of the three projects.
If Council feels that the three projects are worth pursuing at this time, a possible timeline to
complete each of the projects could be as follows:
May to July Hire an Architect to do a feasibility plan, and develop concept plans for a Senior
(Step One) Center and 2nd floor for a fitness facility, both of which would be added to the
existing Community Center. That firm should also review a concept plan for a
multipurpose facility (second sheet of ice, and attendant uses) that was
completed by the Hockey Association in 2008.
Develop construction costs for each item.
Complete a study of projected revenue and expenses relating to each item.
Complete a community study to evaluate if the citizens of Shakopee will support
the items and how much they are willing to pay.
Auqust Present the final costs, concept plans and funding sources to the City Council.
(Step Two) Project will be seeking Council approval and direction on how to complete the
projects.
November 2 Possible referendum.

FINANCIAL IMPACT:
The cost to complete the Step 1 items is estimated to be $35,000. Staff has received three
quotes for the development of the concept plans and construction costs. The development cost
is approximately $10,700. The cost for a contractor to do an in depth analysis of the financials
and provide the City with a recommendation is $14,000.
Finally, the cost for the community survey is approximately $9,000. This study would sample
400 citizens of Shakopee by asking approximately 60 questions. The study will provide the City
with an idea of the support for the projects +/- 5%.
BUDGET IMPACT
Staff is requesting that the City Council approve $35,000 for step one within the project timeline.
Step one includes the preliminary studies to be completed for the three projects. Funding is
recommended to come from General Fund balance; the Council would have to approve a
budget amendment to provide for that.

REQUESTED ACTION
If the City Council concurs, it should do the following:
1. Direct staff to bring back recommendations for consultants for architectural feasibility
studies and preliminary design services; ice operational studies; and a community
survey.
2. Direct that a Budget Amendment be prepared as a funding source for the preparatory
studies.
