SUBJECT: Consider Cost Participation of Railroad Crossing Improvements
within the City of Shakopee
DATE: March 16, 2010
INTRODUCTION:
The City is being asked by the Union Pacific (UP) railroad on whether the City wants to
participate in the improvement costs of railroad crossings.
BACKGROUND:
This item was discussed at the March 2, 2010 Council meeting and tabled for more
information. Staff has discussed the Council consensus with the UP staff and has the
following tentative agreement:
1. The total length of crossings for the City to pay the upgrade cost of approximately
$1,500.00 per 8-foot panel is 672 lineal feet. Crossings included in this footage
are:
. Stagecoach Road - (2) 40- feet
. Shenandoah Drive - 56 feet
. Minnesota Street - 40 feet
. Market Street - 56 feet
. Spencer Street - 88 feet
. Lewis Street - 88 feet
. Holmes Street - 88 feet
. Fuller Street - 88 feet
. Atwood Street - 88 feet
2. Cost of the concrete crossing material is $126,000.00. UP will replace Sarazin
Street and Valley Park Drive crossings at their cost since the existing material is
concrete.
3. Apgar Street and Scott Street will be done later and will be done in concrete at the
railroad's cost.
4. UP railroad will enter into a Letter of Understanding with the City of Shakopee
for the concrete crossing reimbursement by the City, and UP will reimburse the
City its cost in street restoration and traffic control of all crossings done this year
in the City.
5. The concrete panels have a 10- year warranty from the manufacturer to UP.
6. UP will be responsible for maintenance of the crossings after installation.
7. Richard Ellison of UP railroad will be in attendance to answer questions.
Previously, staff had estimated a cost of $148,500.00 with restoration costs of $4,000.00
per crossing. Now the cost is estimated at $126,000.00 and UP will reimburse the City of
its costs for street restoration and traffic control Staff would recommend ~ of the cost
for concrete crossings be from the State Aid Fund and ~ from the Capital Improvement
Fund (CIF). Sufficient funds exist in these funds to pay for the improvements.
AL TERNA TIVES:
The City Council can direct staff to proceed with concrete on none, some or all of the
crossmgs:
1. Approve a motion to direct staff to participate in the railroad crossing
improvement project, in which the City would pay for the additional costs for
concrete plank crossings.
2. Approve a motion to direct staff to participate in the railroad crossing
improvement project and at certain crossings, as determined by Council, in which
the City would pay for the additional costs for concrete plank crossings.
3. Deny the motion to participate in the railroad crossing improvement project.
4. Table for additional information.
RECOMMENDATION:
Based on past comments by the City Council, in which timber planks were not very
favorable in the downtown area, staff would recommend Alternative No. 1 in which all
crossings would have improved concrete material and the City would participate in the
upgraded material cost. The City's Public Works Department would also participate in
the restoration of the street area and traffic control and would be reimbursed by an
agreement with the railroad for the crossings in the City. Funding for the improved
crossings would be from the State Aid Fund at $63,000.00 and the Capital Improvement
Fund at $63,000.00. Formal agreement will be prepared and brought back to Council in
the future.
ACTION REOUESTED:
Move to direct staff to participate in the railroad crossing improvement project for 11
crossings and to participate in the additional costs of concrete plank crossings for 9
crossings (the railroad paying for two) at an estimated cost of $126,000 with funding
from the State Aid Fund and Capital Improvement Fund.
