SUBJECT: Approve Closing of Valley View Road for the C.R. 83 Project

INTRODUCTION:
Staff has received a request from Scott County to consider closing Valley View Road
from C.R. 83 for a period of time to facilitate construction and to improve safety of the
public during hauling operations.
BACKGROUND:
C.R. 83 has been under construction in 2009 with the building of two additional lanes on
the east side of existing C.R. 83. In 2010, the rebuilding of C.R. 83 in existing lanes will
be occurring, and to reconstruct the westerly lanes, the contractor needs to haul 17,000
yards of material in this area. Attached is a letter from Dan Lonnes, Project Manager
with Bolton & Menk, who is working for Scott County on this project and outlines the
reasons and rationale for closing Valley View Road for a period of 45 to 60 calendar
days.
Staff has reviewed this letter and the request and is recommending approval based on the
following reasons:
1. The construction area and travel of vehicles on Valley View Road would be much
safer for all involved by closing Valley View Road, due to heavy hauling of
material and to construct the intersection prior to opening up to the public again.
2. C.R. 83 project would be finished earlier.
3. The number of vehicles that would be affected on Valley View Road is
approximately 1,500 vehicles per day and the benefits of a road closure would
outweigh the inconvenience of 1,500 cars per day.
This item is being brought to City Council for a temporary closure of a length of
approximately two months as this closure is considered a major closure in the City. The
original design did have an access open but requires that traffic from Valley View Road
would be crossing C.R. 83 during hauling operations. Staff has been working with the
County and its engineer for an approximate time that closure would occur. It is estimated
that the closure would start approximately April 15th and could run to June 15th of this
year. Staff has contacted the school bus company of this possible closure and they can
make arrangements for the rest of this school year. Also, as part of this closure, the
access to Valley View Road would be open to emergency vehicles at all times.
ALTERNATIVES:
1. Approve a motion approving the closure of Valley View Road from C.R. 83 for a
period of no more than 60 days.
2. Do not approve the closure of Valley View Road from C.R. 83.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend the closure of Valley View Road for a certain time line for the
reasons stated above. Also, the closure of Valley View Road should be subject to staff
approving the traffic control plan for the detour.
ACTION REOUESTED:
Approve a motion approving the closure of Valley View Road from C.R. 83 for a period
of no more than 60 days, subject to the City Engineer approving the traffic control plan
for the detour of traffic.

Re: C.S.A.H. 83 Reconstruction Project

Dear Mr. Loney,
The above referenced project was designed as a two-stage, two-year reconstruction with the second and
final stage beginning construction this spring. The original proposal for traffic control during the second
stage included an open access to Valley View Road for all thru traffic with contract requirements
stipulating that any hauling operations by the Contractor that cross Valley View Road require flagging
and traffic control consistent with state requirements for safe working conditions. While the original
staging requirements at Valley View Road are both feasible and functional for the completion of the
project, the Contractor has made a formal request to close Valley View Road to non-emergency thru
traffic during heavy hauling operations (45-60 calendar days) in the effort to accelerate the project
schedule and to lessen potential conflicts with hauling operations and the public.
This change will allow flaggers to focus efforts on C.S.A.H. 83 traffic and simplify the safety precautions
necessary during hauling operations. The Contractor will maintain a gravel or graded access to Valley
View Road that will be available to emergency vehicles at all times. All other traffic will be detoured as
shown in the attached figure. The following is a summary of the benefits of closing Valley View Road if
Shakopee is willing to accommodate this request:
1. Safety
a. Closed access will reduce/eliminate accident potential between Valley View drivers and
construction equipment.
b. Closed access will reduce complexity of the traffic control and will improve safety for
construction staff managing traffic.
2. Project Schedule and Completion
a. Closed access will allow Contractor to maximize hauling efforts and expedite the
completion of the project.
After review of the Contractor's request to close Valley View Road during heavy hauling operations, the
safety and schedule benefits of the more restrictive closure dictated the need to present this request to the
City of Shakopee for formal review and consideration of the necessity of Valley View access during
heavy hauling operation.
We recommend approval for the temporary closure of Valley View Road where it intersects C.S.A.H. 83

(Canterbury Road) for the duration of approximately 45-60 calendar days during heavy hauling
operations given the Contractor's approach to the project. Upon approval by the City of Shakopee and
prior to construction, notifications will be provided to all emergency organizations servicing the area and
