Presentation of CH 17 & CH 42 Interchagne Preliminary Design OIYOFSHAKCDE I~. ft. ~ ' Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Presentation of C.H. 17 & C.H. 42 Interchange Preliminary Design DATE: March 16, 2010 INTRODUCTION: Scott County has received additional funding on an interchange improvement for the intersection of C.H. 17 & C.H. 42, as previously identified in the C.H. 17 Corridor Study. The County will make a presentation on their road design. BACKGROUND: In the 2009 corridor study for C.H. 17, there were three alternatives shown to improve the intersection of C.H. 42 & C.H. 17. Option No.1 was a standard traffic control signal design, No.2 was a round-about design and No.3 was an interchange design. Attached to this memo is the interchange alternative as contained in the C.H. 17 Corridor Study. Since this plan has been approved, the County has seeked additional funding for an interchange alternative and has secured approximately $1.3 million of American Recovery and Reimbursement Act (ARRA) funds through a partnership with the Shakopee Mdewakanton Sioux Community and $1.8 million dollars of funds through Highway Improvement Safety Program (HISP). With these funds, the County would supplement this project in their TIF program and is moving forward on an interchange design with this project to be built in 2011. The County will make a presentation by its Project Manager, Greg Felt, at the Council meeting to show the preliminary design which also attached to this memo. The County is presenting this to the City Council prior to an open house which is scheduled for March 22, 2010 at the Scott County Maintenance building. The purpose of this presentation is to present this information to the City Council prior to that meeting and also to receive any comments, questions or concerns with this project. ALTERNATIVES: 1. Provide the County any comments in regard to the preliminary design of the interchange at C.H. 17 & C.H. 42 after a presentation by the Scott County Highway Department staff. 2. Table comments until after the open house on March 22,2010. RECOMMENDATION: Staff would recommend Alternative No.1, to look at the design and see how it impacts the City of Shakopee, particularly at 29th A venue and Marcia Lane. ACTION REOUESTED: Provide the County any comments in regard to the preliminary design of the interchange at C.H. 17 & C.H. 42 after a presentation by the Scott County Highway Department staff. ~obI.
