CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: March 9th Goals and Objectives Workshop DATE: March 9, 2010 Comment: Introduction: At the workshop on March 9th, the City Council will be asked to review and adopt stafP s recommended action steps for attaining goals and objectives for 2010-2011. Background: Short Term (2010-2011 Goals) The results of the January 26th meeting were reviewed with the City Council at its regular meeting of February 16th. The January 26th discussion had identified three areas upon which the City would concentrate during the next two years. We have termed them focus areas. In addition, there were two areas which Council felt the City was doing a good job, and needed to continue. The latter two are what we shall term "core" areas; the three other areas will be "focus" areas. The two core areas, and the goals for them are as follows: Responsible Fiscal Management 1. Maintain adequate fund balance levels 2. Maintain sustainable property tax burden 3. Maintain debt levels relative to projects. 4. Control spending Public Safety/Public Works 1. Maintain adequate staffing levels 2. Continue high quality training 3. Pursue Fire Station 2 relocation 4. Continue working on goals and objectives of the Police Services Master Planning Task Force 5. Perform community survey The three focus areas for new action in 2010-11 are: Transportation 1. Reconstruct CRlO1/First Avenue 2. Facilitate Marschall Rd/CR 17 improvements 3. Complete CR 21/18 Project 4. Facilitate river crossing with MnDOT and Met Council 6. Work with jurisdictions to close gaps on regional and local trail system 7. Expand commuter transit service & expand ridership on transit circulator service Economic Development 1. Re-establish and begin regular meetings of the Economic Development Advisory Committee 2. Develop a marketing plan for the Downtown and CR 101 Corridor in "Old Shakopee" 3. Develop and adopt a plan for the future of new and existing retail centers within the City 4. Develop and adopt a plan for the further development of industrial and business park areas in the City 5. Establishjoblbusiness retention program 6. Ensure tax base preservation Strengthen Community Identity and Connections 1. Improve communication and connections between the City, its diverse population, and its neighborhoods 2. Evaluate and enhance community amenities 3. Build upon and expand partnership and sponsorships Staff has provided action steps for each of the goals. The purpose of the meeting Tuesday evening is to discuss these with you, and get reaction possible modifications. Long Term Goals: We have also had discussion regarding long term goals (guiding principles) for which decisions should be made. The existing long term goals are as follows: A Active and healthy community B High quality of life C Great place for kids to grow up D Vibrant, resilient and stable E Financially strong F Housekeeping item These resulted from the Strategic Visioning and Initiatives that was completed in 2005. However, it has been apparent that some of these are not directly relevant to many of the decisions which the City Council has asked to make. For that reason, staff has done some research, and is suggestingfive long term goals which we feel might be more appropriate for the City Council to consider. They are: A Keep Shakopee a safe anJhealthy community where residents can pursue active and quality lifestyles. B Positively manage the challenges and opportunities presented by growth, development and change. C Maintain the City's strong financial health. D Maintain, improve and create strong partnerships with other public and private sector entities. E Deliver effective and efficient public services by a staff of well-trained, caring, and professional employees. Action Required: These will be the subjects of discussion at the March 9th workshop meeting. After any revisions, you will be asked to adopt short and long-term goals at a future regular City Council meeting. .~.~ Mark McNeill City Administrator MM:cn
