Introduction
The Council is asked to establish hourly wage rates for seasonal positions in the Public Works
and Parks & Recreation Departments.
Background
Every summer the City hires numerous individuals to fill seasonal positions in the Public Works
and Parks & Recreation Departments. As part of continuing efforts to control costs, staffhas
reviewed our current wage rates for many of these positions in an effort to determine the
competitiveness of our wages in the current job market. An "apples to apples" comparison for
many of our part-time positions is difficult to conduct, particularly for Parks & Recreation
positions, as few cities have identical staff positions or program offerings. However, we have
conducted comparisons with neighboring and similarly-sized cities for our Public Works position
and a handful of common Parks & Recreation jobs such as lifeguard.
As a result ofthis review, staff is recommending the following changes for seasonal positions:
1. Remove the position of "Maintenance Laborer" from Grade E of the Part-Time,
Temporary and Seasonal Pay Plan and establish it in its own pay grade (Grade I) with a
starting rate of$10.00 per hour, rather than the current $11.19 per hour. The remaining
steps for this position would be set at $11.00, $12.00 and $13.00 for those returning for
subsequent summers. This recommendation is based on the finding that our current
wages are somewhat higher than neighboring communities, particularly in relationship to
the starting wage.
2. Impose a wage freeze on seasonal positions. A significant percentage of the City's
seasonal employees return year after year and have traditionally been awarded a step
increase for each year of service up to the top step at their 4th year. In this job market, the
City believes that simply maintaining last year's wages and offering individuals the
opportunity to return for this summer at the same hourly rate they were making at the end
oflast summer is a reasonable approach. Ongoing part-time employees who work
throughout the year would continue to be eligible for step-increases as is the policy for
full-time City employees.

Requested Action
If the Council concurs, it is asked to offer Resolution Number 6992, a resolution amending
Resolution Number 6945, Amending the Pay Plan for Part-Time, Temporary and Seasonal
Employees of the City of Shakopee, and moves its adoption.
Additionally, if the Council concurs, it is asked to offer a motion to freeze the hourly wage rate
paid to seasonal employees rehired for the 2010 summer.
RESOLUTION NO. 6992
Amending Resolution Number 6945, Amending the Pay Plan for
Part-Time, Temporary and Seasonal Employees of the City of Shakopee
WHEREAS, the City of Shakopee adopted resolution 6945, a Resolution Amending the
Pay Plan for Part-Time, Temporary and Seasonal Employees of the City Shakopee on October 6,
2009; and
WHEREAS, further adjustment of the pay plan is needed in order to respond to the
changing economy and job market.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKO PEE, MINNESOTA, that Resolution No. 6992 is hereby amended by
adding the following to the Pay Plan for Part-Time, Temporary and Seasonal Employees of the
City of Shakopee:

Public Works Maintenance Laborer $10.00 $11. 00 $12.00 $13.00
Adopted in regular session of the city council of the City of Shakopee held this 2nd day of
March 2010.
