CITY OF SHAKO PEE ". ,..~, Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Public Hearing for the 2010 Street Reconstruction Proj ect, Project No. 2010-1 DATE: February 16,2010 INTRODUCTION: As per Resolution No. 6975, a resolution receiving a report and calling for a public hearing on the 2010 Street Reconstruction Project, Project No. 2010-1, a public hearing is scheduled for February 16th. This agenda item is to conduct the public hearing for the proposed improvements associated with the 2010 Street Reconstruction Project. BACKGROUND: On September 15, 2009, City Council ordered the preparation of a preliminary engineering report for the 2010 Street Reconstruction Project. The report was completed and accepted by City Council on January 19, 2010. This proposed project includes reconstructing the following streets: . Shakopee Avenue - Main Street to Market Street . 7th Avenue - Market Street to East of Dakota Street . 8th Avenue - Market Street to East of Dakota Street . Minnesota Street - 7th A venue to Shakopee Avenue . Dakota Street - 7th A venue to Shakopee Avenue On February 10,2010, staff conducted an informational meeting for the property owners being affected by the proposed project. Approximately 24 residents attended the meeting. The residents in attendance at the informational meeting had some general questions regarding the design, construction schedule and assessment payments. Some of the residents in attendance were concerned about narrowing the streets. All of the streets in the project area are residential streets. The City's standard street width for residential streets is 37 feet. The City has approximately 100 miles of residential streets, including streets in the old part of town that have been reconstructed that are 37 feet wide or less. In a recent survey taken by the City Engineer's Association, of all the respondents, the City of Shakopee's standard is among the widest residential streets at 37 feet. Reducing streets widths from 45 feet or 41 feet to 37 feet has a number of environmental and economic benefits. . In the 2007 Street Reconstruction Project, adjacent streets such as 7th Avenue and 8th Avenue, from Spencer Street to Market Street were reduced to 37 feet. On the east end of this project, 7th and 8th Avenue tie into existing streets that are 37 feet wide. This project proposes to continue this street width from market Street to east of Dakota Street. In 2007, Dakota Street was narrowed to 37 feet, from 4th Avenue to Milwaukee Manor. Due to a number of complaints, the Public Works Director has been investigating options such as parking on one side with the Traffic Safety Review Committee. Options include declaring Dakota Street, from 4th A venue to lOth A venue, a snow emergency route and then restrict parking on one side after the streets have been plowed. Staff can discuss options with the Council at the hearing. Another item for Council to provide direction on is whether the City should maintain the new sidewalk along Dakota Street, from 4th A venue to 10th A venue. Staff would consider this a school route and needs Council direction on whether to maintain or not. Staff has talked with the School District and they are in favor of installing a sidewalk along Dakota Street adjacent to their property. PROJECT COSTS: The total estimated project cost for the 2010 Reconstruction Project is $1,940,000.00. 30% of the street improvements ($306,270.00) will be assessed to the benefitting properties. The remaining costs associated with the street improvements will be paid from General Tax Levy Funds ($714,630.00) and the State Aid Fund ($49,400.00). Storm sewer improvements ($164,000.00) will be paid from the Storm Sewer Fund. Watermain improvements ($401,600.00) will be funded by Shakopee Public Utilities. Sanitary sewer improvements ($304,100.00) will be paid from the Sanitary Sewer Fund. ALTERNATIVES: 1. Adopt Resolution No. 6985, a resolution ordering the improvement and the preparation of plans and specifications for the 2010 Street Reconstruction, Project No. 2010-1. 2. Deny Resolution No. 6985, This action will halt the project until such time as the City Council reconsiders the resolution. 3. Table Resolution No. 6985, to allow time for staff to prepare additional information. RECOMMENDATION: Offer Resolution No. 6985, A Resolution Ordering an Improvement and Preparation of Plans and Specifications for the 2010 Street Reconstruction, Project No. 2010-1, and move its adoption. Assistant City Engineer JW/pmp ENGR/2010PROJECTS/2010-RECONSTRUCTION/WORD/MEM698S.0RDElUNG PROJECT RESOLUTION NO. 6985 A Resolution Ordering An Improvement And Preparation Of Plans And Specifications For The 2010 Street Reconstruction Project No. 2010-1 WHEREAS, Resolution No. 6975 adopted on January 19,2010, fixed a date for Council hearing on the proposed improvement of the 2010 Street Reconstruction Project and all appurtenant work; and WHEREAS, ten days published notice of the hearing through two weekly publications of the required notice was given and the hearing was held on the 16th day of February, 2010, at which all persons desiring to be heard were given an opportunity to be heard. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. That the improvement is necessary, cost effective and feasible and is ordered as hereinafter described: 2010 Street Reconstruction Project and all appurtenant work. 2. Bruce Loney, Public Works Director, is hereby designated as the engineer for this improvement. He shall prepare plans and specifications for the making of such improvements. 3. The work of this project is hereby designated as part of the 2010-1 Public Improvement Program. 4. The City Council shall let the contract for all or part of the improvements as authorized by Minnesota Statutes 429.041, no later than three years from the date of adoption of this resolution.
