Quarterly Update
January 2010
This is the quarterly update on the efforts of the Unified Economic Development, Land Use and
Transportation Plan Technical Team. This Team is comprised of staff members from each city and
Scott County.
Charter:
. Presentations on the Charter were made before Scott County and all Cities. Scott County and
each of the cities have adopted the Unified Economic Development, land Use, and
Transportation Plan Charter. If you would like to view the Charter, visit the SCALE web site at

Work Plan:
. Technical Team members have been preparing a Work Plan, which they anticipate to have
finalized by the end of March.
. While they have been working on the Plan, they have also completed the following items:
./ Created a series of countywide maps and table showing gross acreages of existing and planned commercial
and industrial land based on each SCALE member's local comprehensive plans. Added overlay information
on this map with existing development-related infrastructure, such as sewer and water, transportation and
fiber.
./ Compiled a common set of data on population, household and employment estimates and forecasts,
commuter trends and forecasts, and labor force demographics from local and regional sources.
./ Defined a common set of staging criteria for commercial and industrial development to determine
development readiness and staging for each SCALE community. Began setting up a work plan to conduct
this staging analysis in each community in the second quarter of 2010.
./ Discussed the formation of a standardized Business Retention and Expansion survey for possible deployment
in each community.
./ Identified several existing data base resources that could be used for storing information on development
parcels and buildings for sale or lease. Further analysis of these resources will be undertaken to determine
the effectiveness of their application and use by SCALE.
. Members of the Technical Team will be scheduling a short presentation at a Council meeting in
each City and a County Board meeting during the second quarter of 2010 to give an update on
the Work Plan.
Ordinance and Statute Committee:
. Developed a long range work plan
. Meet with representatives of the Minnesota Chapter of the America Planning Association to
understand the history of past efforts to modernize the planning enabling statutes in
Minnesota
..
. Compiling Minnesota statutes, case law, studies on TIF, Assessment law, plat, subdivision law
for reference and critical review.
. County highway and planning staff will be working with the Committee to assist in a review of
county and city subdivision, zoning and right of way management ordinances to assess
strengths and weakness and to identify best practices in the areas of corridor preservation and
access management with completion anticipated by the end of the 3rd quarter of this year.
Education:
. The second round of Education sessions have been completed for the officials in the cities of
Elko New Market, Savage, and Belle Plaine and also for the County and Township officials.
. Second round sessions have been scheduled in the cities of Shakopee, Jordan, and Prior Lake.
. Newly elected and appointed officials will be invited to attend an introductory education
session on Tuesday, March 23. Please encourage new officials to attend this session.
. Attached is an outline of the education sessions that have been presented, and also of the
intention for the third session to be held beginning this fall.

Education Workshop Outline
Lege's Class 101 (2008)
The initial Education Workshops were held with each Partner in a two-workshop setting a few weeks
apart. he learning focused on an introduction to the nature of transportation and land use planning
as a shared responsibility that can benefit all stakeholders in a growing county. InWorkshop I the
SCALE Transportation Task Force Phase I and Phase II reports identifying critical transportation
corridors were highlighted and the need to collectively preserve them corridors was emphasized.
Small group discussion using LEGOs and markers focused on the participants starting with a generic
blank sheet from which they 'built' a "development" using the land use concepts and zoning
principles presented and discussed in the workshop.
Workshop II discussed the roles of various stakeholders and asked the question "Are you in favor of
moving forward with the development of a SCALE unified transportation and land use planning
process? All Partners agreed, and further decided to expand the scope of the joint study to include
economic development. A Charter outlining the need for preparing a SCALE "Unified Economic
Development, Transportation and Land Use Plan" was adopted by all Partners as a way to achieve
the 2030 Vision of 50% of the workforce working within the county by 2030.
Lego's Class 201 (2009-10)
The second annual Education Workshop with each Partner focused on a more detailed review of the
land use and zoning principles and their application in aligning land uses with transportation, corridor
preservation and access management. A detailed history/progression of County Road 17 from 1957
to 2009 discussed the evolution of access points on this stretch of roadway. The Functional
Classification of roadways, connectivity, access, and safety issues were noted as key ingredients in
developing a well planned development. Two small group discussions were facilitated to work
through a real example of development at the intersection of a Principle Arterial and a Minor Arterial.
Different land use and transportation scenarios were prepared by each small group and critiqued.
Learning focused on the impact of real world decisions and their cumulative effects on land use and
transportation systems.
Workshop 301 (2010-11)
The Third annual workshop will present the results of Phase I of the Unified Economic Development,
Transportation and Land Use Plan efforts including an inventory of available CommerCial/Industrial
Land and Economic Development tools. An evaluation of Corridor preservation tools and current
Economic Development marketing efforts will also be presented. The anticipated focus for the
Workshop will be on preparation/review and support for an Economic Development Marketing.
Strategy to meet the 2030 Vision of 50% of our workforce working within the county by 2030. Roles
of stakeholders, work plans and timelines would be the outcomes.

Intersection Influence Area Factors:
Perception-Reaction Distance - the ability of the driver to both perceive and react to a
downstream event, such as upcoming traffic control or stopped vehicles in the roadway.
Maneuver Distance - distance required for drivers to make a maneuver, such as a lane change,
and either decelerate or stop before the Queue-Storage Distance (discussed below).
Queue-Storage Distance - as vehicles wait for traffic control to change they may form queues
in the upstream influence area.
Minor Road! Access Intersection Sight Distance - approximately 10 seconds for a vehicle on
the minor roadway to see oncoming vehicles on the upstream approach and make decisions to
make maneuvers onto the mainline (crossing the roadway, turning right or left onto the
roadway or waiting for another gap before making maneuvers) at unsignalized intersections.

The following is guidance regarding the Functional Areas of Interchanges: I
Adequate space is needed for traffic to make the transition from a road with
interchanges to a road with at grade access points. The functional area of the interchange I
is where merging and diverging of traffic takes place. Drivers must travel along an exit
ramp, find acceptable gaps, change lanes (weave) and merge within this distance.
A safe distance for this activity is to be provided from the end of the off ramp to the first I
driveway, median opening or intersection with a public road. This is measured from the
point of intersection of the ramp baseline and roadway centerline. When only right turns
into or out of a public roads are involved, a shorter clearance area may be used. On I
Principal or Future Principal Arterials These guidelines also apply to on-ramps and off
ramps not associated with an interchange.

Note: All ramp measurements are taken to or from baseline ramp. I
Clearance less than the range in the above table is to be supported by a study of alternatives to
ensure safety and traffic flow. Other alternatives to be examined may include installation of I
raised medians, construction of a single point urban interchange, the use of roundabouts at the
ramp and or outer road intersections or alternative access ways such as frontage and backage
roads. I
