SUBJECT: 2010-2011 Goals & Objectives

Comment:
Introduction:
The City Council is asked to adopt Goals and Objectives for the City of Shakopee for
2010-2011.
Background:
On January 26, the City Council, along with department heads, met in a workshop setting
to review two year goals and objectives. It first reviewed the 2008-2009 goals and
objectives, and the progress that had been made towards those.
In preparation for the January 26th workshop, each councilor had been asked to
individually prepare three goals that he or she would like to see implemented during the
next twenty-four months. The fifteen individual goals were as follows:
1. First A venue Corridor
2. Economic Development Plan
3. RemodellExpand Civic Center (Senior Center/2nd sheet of ice)
4. Code Enforcement/Aesthetics
5. Attract/Retaining Business (separating Public/Private functions)
6. Strengthen Public/Private Partnerships
7. Deal with Community change-old vs. new/north vs south of 169
8. Develop job growth/improve relations with realtors
9. Develop community-wide retail efforts
10. Provide for Stable finances
11. Prioritize services
12. Provide for business retention, and tax base retention
13. TH 10 1 corridor
14. 101 Bridge

Discussion ensued on the above fifteen goals. In addition, there was also a review of the
2008-2009 goals. By informal vote the Council indicated which of the previous goals
could be consolidated, which could be deleted, which would remain as high priorities for
the next two years.
It was determined that certain existing goals (Ensure the City's Financial Health; Provide
High Quality Cost Effective Services) are not just two year goals-they are part of the
City's continuing core service principals. Similarly, there was also consensus that the
City does do a good job of providing effective and efficient public works, public safety,
and financial management services. While those need not be goals, reference should be
made of them.
The City Council then gave direction on which of the Goals and Objectives they wanted
to see as priorities for the City's organization to pursue in the next two years. They
directed staff to review those, and bring them back for further discussion and adoption.
Product:
Staff feels that the priorities that Council identified can be divided into three major focus
areas:
Transportation
Economic Development
Strengthen Community Identity and Connections
In reviewing the individual goals which were ranked highly, staff is proposing that
Council consider adopting for 2010-2011 three larger statements of focus areas, under
which several ofthe specific items discussed.. A graphic model is shown on the
attachment.
The focus areas and their subgroups could be grouped as follows:
1. Transportation:

Marschall Road! CR 17
CR 21/ 18
River crossings/bridges (CRI0l, TH 41)
CR 69/ US 169
Pedestrian Trails
Transit
2. Economic Development:
Downtown
Retail
Industrial Parks
Valley Green
Dean Lakes
West End (69/169/41)
Job Retention/Business Retention
Tax Base Preservation
Address foreclosure impacts (from stajj)
3. Strengthen Community Identity and Connections:
Encourage diversity regarding involvement in the City
Reach out to diverse groups
Improve communications and feedback throughout the community
Explore community survey
Incorporate new residents
Provide connection between new Shakopee/old Shakopee; N-S 169
Explore ways to make connections, incl. partnerships/events/forums/venues
Community Center Improvements
Provide for Senior Center
Second Sheet of ice
Explore funding for park development (referenda/park foundation)
Explore public/private partnerships
These three focus areas form a triangle. We suggest that for the two year model, the focus
areas will surround the city's core principles. Two of those principles were identified,
and others are being suggested by staff as being important to the City:
. Fiscally Responsible;.
. Effective and efficient core services (public works, public safety, and
financial management)
. Ethical and Professional Service
Two other issues that were discussed, but for which no formal direction was made, are
included for further direction from Council. Those are:
Fence at the Women's Prison
Election cycle, including term of office for the Mayor.
Recommendation:
We recommend that the Council adopt this triangular model of the goals and objectives to
be pursued during 2010-2011.
Council should also direct staff to review and discuss these goals within the focus areas,
and come back to Council with recommended action steps that are needed for
implementation.
Action Required:
If the Council concurs, it should, by motion, adopt the Goals and Objectives model for
2010-2011 as described, and direct staffto return with action steps.
