".,i """'Ii!;, ~ 'c', U: ~-1~'~ ,;\. .>, -",~ ~._~;. f) ;f~~'~~\i TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Suspension of Linking Visioning Goals to City Council Agenda Items DATE: February 3, 2010 Comment: Introduction: At the January 26th workshop on 2010-2011 goals, the City Council discussed the continuation of Visioning efforts as one ofthe goals. Staff is recommending that the linking of goals to Council action items be suspended until Council has an opportunity to discuss and identify long term goals. Background: Six long term strategic visioning initiative goals have been used since their adoption in 2005 to justify actions requested of the Council. The long term goals are: A. Active and healthy community. B. High quality of life. c. Great place for kids to grow up. D. Vibrant, resilient and stable. E. Financially strong. F. Housekeeping item. One of the 2008-2009 goals which Council didn't see as a high priority to continue on January 26th was a continuation ofthe goal "Implementation of the Visioning Initiative Process". There was simply insufficient support for continuing to link the six (and admittedly, not well-defined) visioning goals to decisions being asked of the Council. Recommendation: Time constraints did not permit the workshop discussion to identify new long term goals. That discussion will need to take place as future City Council agendas permit. However, in the meantime, we propose to eliminate the goal linkage in the memos, and also eliminate any reference to them on the Council agenda page. Therefore, staff is requesting that Council authorize a temporary suspension of tying CoUncil action steps to the current strategic visioning goals identified above. Action Required: If the Council concurs, it should, by motion, authorize staff to temporarily suspend the practice of linking long term strategic visioning goals to Council action items. ~~./l;~ Mark McNeill City Administrator MM:cn
