INTRODUCTION:
Attached is Resolution No. 6975, a resolution receiving a report and calling for a hearing
on the 2010 Street Reconstruction Project, Project No. 2010-1.
BACKGROUND:
On September 15, 2009, the City Council ordered the preparation of a preliminary
engineering report to analyze the reconstruction of various streets throughout the City by
Resolution No. 6935. This report has been completed and is attached for Council review.
The purpose of the report is to evaluate the existing infrastructure (streets, utilities,
drainage) and make recommendations for any improvements that are needed. The report
also addresses the estimated costs for the improvements and the proposed assessments
that result from the project being constructed.
The attached resolution sets a date for the public hearing for this project for February 16,
2010. The approval of Resolution No. 6975 does not order the project nor does it commit
the Council to constructing any improvements. The intent of this resolution is to accept
the report and set the public hearing date. The public hearing will allow the property
owners adjacent to the project area and the general public the opportunity to address the
City Council on this project.
Staff will make a full presentation at the February 16,2010 public hearing on the report
to the public and the City Council.
AL TERNA TlVES:
1. Adopt Resolution No. 6975. This action will receive the report and set the date
for the public hearing for February 16,2010.
2. Deny Resolution No. 6975. This action will halt the project until such time that
City Council reconsiders the resolution.
3. Move to receive the report but do not set a date for the public hearing at this time.
This action will place the project on hold until such time as the City Council sets a
date for the public hearing.
4. Table Resolution No. 6975 to allow time for staff to prepare additional
information and/or revise the report as directed by the City Council.
RECOMMENDATION:

And Calling A Hearing For The

WHEREAS, pursuant to Resolution No. 6935 of the City Council adopted September 15,
2009, a report has been prepared by the City Engineer, with reference to the 2010 Street
Reconstruction Project, Project No. 2010-1, and this report was received by the Council on January
19,2010.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA:
1. The Council will consider the 2010 Street Reconstruction Project and all appurtenant
work in accordance with the report and the assessment of abutting and benefited property for all or a
portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated
total cost of the improvement for the 2010 Street Reconstruction of $1,940,000.00.
2. A public hearing shall be held on such proposed improvements on the 16th day of
February, 2010, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South
Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such
hearing and improvement as required by law.
3. The work of this project is hereby designated as part of the 2010-1 Public Improvement
Project.
Adopted in session of the City Council of the City of Shakopee,
Minnesota, held this day of ,2010.

EXECUTIVE SUMMARY
I The intent of this section is to highlight the important issues of this project. More detailed
I information is contained in the body of the report.
On September 15, 2009, the City of Shakopee adopted Resolution No. 6935, which
I ordered the preparation of a preliminary engineering report to analyze the reconstruction
of the following streets:
I . Shakopee Avenue - Main Street to Market Street
. 7th Avenue - Market Street to East of Dakota Street
I . 8th Avenue - Market Street to East of Dakota Street
. Minnesota Street - 7th A venue to Shakopee Avenue
. Dakota Street - 7th A venue to Shakopee Avenue
I The proposed improvements consist of reconstructing the streets, adding sidewalk to the
east side of Dakota street, installing new storm sewer and replace existing watermain and
I sanitary sewer including services.
I The estimated costs for the proposed improvements are $1,020,900.00 for the street
improvements, $164,000.00 for the storm sewer improvements, $401,600.00 for the
watermain improvements, $304,100.00 for the sanitary sewer improvements and
I $49,400.00 for the sidewalk improvements. The total estimated project cost is
$1,919,800.00.
I The project will be funded as follows:
Assessments (30% of street improvements) $ 306,270.00
I General Tax Levy $ 714,630.00
Storm Sewer Fund $ 164,000.00
Shakopee Public Utilities $ 401,600.00
I Sanitary Sewer Fund $ 304,100.00
State Aid/Street Fund (Sidewalk) $ 49.400.00

1. INTRODUCTION
I On September 15, 2009, the City of Shakopee adopted Resolution No. 6935,
which ordered the preparation of a preliminary engineering report to analyze the
I reconstruction of the following streets:
. Shakopee Avenue - Main Street to Market Street
I . 7th Avenue - Market Street to East of Dakota Street
. Sth Avenue - Market Street to East of Dakota Street
I . Minnesota Street - 7th A venue to Shakopee Avenue
. Dakota Street - 7th A venue to Shakopee Avenue
I This project is included in the City's 2010 Capital Improvement Program.
I 2. SCOPE
This report will determine the feasibility and cost effectiveness of reconstructing
I the above-mentioned streets. All existing infrastructure elements (street, utilities,
etc.) within the project area were evaluated as part ofthis report.
I The report will provide a description of the proposed improvements, an itemized
cost estimate, a cost apportionment and a preliminary assessment roll.
I 3. BACKGROUND
I The streets and utilities were constructed in the 1950's and early 1960's.
Improvements to the streets have since been limited to patching and seal coating.
I The existing pavements are deteriorated to the point where they require more than
normal maintenance. There are many transverse and longitudinal cracks, large
areas of patching, severe crown problems, and curb and gutter deficiencies.

4. EXISTING CONDITIONS
I The existing conditions are identified in Drawings 1 through 5 in the Appendix.
I Dakota Street is 41 feet wide within the project limits. Based on as.built records,
the street and utilities were constructed between 1956 and 1963. The watermain
I is 6-inch cast iron. The sanitary sewer is S-inch clay pipe in poor condition. The
storm sewer is IS-inch CMP and concrete pipe. There are no sidewalks located
on Dakota Street within the project limits.

I Minnesota Street is 41 feet wide within the project limits. Based on as-built

no storm sewer or sidewalks located on 7th Avenue within the project limits.
I 8th Avenue is 45 feet wide within the project limits. Based on as-built records, the
street and utilities were constructed between 1949 and 1956. The watermain is 6-
I inch cast iron. The sanitary sewer is 8-inch clay pipe in poor condition. There is
no storm sewer or sidewalks located on 8th Avenue within the project limits.
I Shakopee A venue is 45 feet wide within the project limits. Based on as-built
records, the street was constructed in 1961 and utilities were constructed in 1938.
The watermain is 6-inch cast iron. The sanitary sewer is 8-inch clay pipe in poor
I condition. There is storm sewer at the intersection of Shakopee A venue and Main
Street. There is no sidewalk on Shakopee Avenue within the project limits.
I 5. PROPOSED IMPROVEMENTS
I The proposed proj ect area is identified in Drawing 6 in the Appendix.
The proposed improvements are as follows:
I 5.1 Street
I All streets within the project area are considered residential streets and are
proposed to be reconstructed to a 7 -ton design at a width of 37 feet, with
the exception of Shakopee A venue, which will be reconstructed to a width
I of 45 feet. Reducing the street width has the following benefits:
1) Reduced hard surface
I 2) Reduction in runoff
3) Increased green space
4) Lower maintenance cost
I 5) Reduction in construction cost
6) Reduced speeds through a residential neighborhood
7) Allows for flexibility to adjust street grades to fix drainage
I problems
8) Less impact to existing boulevard trees

I A 37- foot roadway allows for parking on both sides of the street.
I The total estimated project cost for the proposed street improvements is
$1,020,900.00.
I 5.2 Storm Sewer
The proposed storm sewer improvements are identified in Drawing No.7
I in the Appendix.
The proposed storm sewer improvements consist of replacing existing
I storm sewer and adding additional storm sewer, if required in the project
area.
I The total estimated proj ect cost for the proposed stonn sewer
improvements is $164,000.00.
I 5.3 Watermain
I The proposed watermain improvements are identified in Drawing No.8 in
the Appendix.
I The proposed watermain improvements consist of replacing the watennain
and water services within the project area. The new watermain will be 6-
inch Ductile Iron Pipe.
I The total estimated project cost for the proposed watermain improvements
is $401,600.00.
I 5.4 Sanitary Sewer
I The proposed sanitary sewer improvements are identified in Drawing No.
9 in the Appendix.
I The proposed sanitary sewer improvements consist of replacing sanitary
sewer main line and services within the project area. The sanitary sewer
lines will be replaced with 8-inch PVC pipe. Services will be replaced
I with 4-inch or 6-inch PVC pipe from the main line to 10 feet inside of the
Right of Way.
I The total estimated project cost for the sanitary sewer improvements is
$304,100.00.

I 5.5 Sidewalks
I The proposed sidewalk improvements within the project area are
identified in Drawing No. 10 in the Appendix.
I The proposed sidewalk improvements consist of constructing as-foot
concrete sidewalk on the east side of Dakota Street within the project
limits. Construction of the sidewalk north of 7th A venue will require
I retaining wall construction and the removal of four large trees.
As part of this project it is also proposed to construct a missing segment of
I sidewalk on the east side of Dakota Street south of 4th A venue and
extending the sidewalk on the east side of Dakota Street to 10th A venue, if
an agreement can be reached with the School District.
I The total estimated costs for the proposed sidewalk improvements is
$49,400.00.
I 5.6 Easements
I It is not anticipated that easement acquisition will be required for this
project.
I 6. SPECIAL ASSESSMENTS
I 6.1 Street
I 30% of the project costs for the street improvements are proposed to be
assessed on a per lot basis to benefiting properties. Comer lots that only
have improvements made to one street will be considered a half lot. A
I corner lot is defined as a lot of record with two sides adjacent to existing
City streets. The remaining 70% of the street costs will be funded by the
City through the general tax levy.
I The estimated assessment rate for the proposed street improvements is
$4,083.60 per lot.
I A preliminary assessment roll is included in the Appendix.
I 6.2 Storm Sewer
The General Storm Sewer Fund will fund 100% of the storm sewer
I improvements.

I 6.3 Watermain
I Shakopee Public Utilities will fund 100% of the watermain improvements.
6.4 Sanitary Sewer
I The Sanitary Sewer Enterprise Fund will fund 100% of the sanitary sewer
improvements.
I 6.5 Sidewalk
I The State Aid/Street Fund will fund 100% of the sidewalk improvements.
Actual Assessments will be based on the final proiect costs and apnortionments.

7. ESTIMATED COSTS
I An itemized cost estimate is included in the Appendix. The following costs were
I prepared using 2009 construction costs and are subject to change, depending on
the fmal design of the project, bids received, and actual work performed. A
summary of the estimated construction costs plus a 5% contingency and
I engineering and administration costs for the project are as follows:
