Comment: Introduction: At the January 5th meeting, the Council will hear a presentation of draft concepts for First A venue infrastructure replacement and corridor planning. Background: Attached is a memo from Scott County Engineer Mitch Rasmussen and Chris Chromy, consultant for the First A venue Corridor discussion. At the Council meeting, there will be a presentation by Mr. Chromy of several options for short and long term changes to thePirst A venue corridor based on earlier input from the City Council, the public, andthe Corridor Advisory Committee (CAC). On January 11 th, there will be a public information meeting to again present the short and long term concepts and investment strategies. Input from the Council, and from the public at the January 11 th meeting will be used to develop recommendations to the County Board and City Council. Recommendation: Council should consider, and provide feedback. Relationship to Visioning: This supports Goal D, "Vibrant, Resilient, and Stable". MEMORANDUM Date: December 30, 2009 To: Shakopee City Council From: Mitch Rasmussen, Scott County Engineer ~ Chris Chromy, Consultant Project Manage Subject: Progress Update: CH 101 Infrastructure Replacement & Corridor Planning At the November 10, 2009 City Council Workshop, the city, county, and consultant team staff presented short-term and long-term challenges associated with the reconstruction ofCH 101 (1st Avenue East). After much discussion, City Council directed staff to consider long-term needs (20-50 years) while preparing for the short-term infrastructure replacement project. Several conceptual drawings were developed by the consultant team to consider the range of possibilities within the 1st Avenue District (River to Railroad). These concepts (see attached) illustrate what may be possible long-term given a public investment in the transportation system and corresponding private, market driven land use investments. Long term concepts are subject to change based on input from city council, county board, public input, and the Corridor Advisory Committee (CAC). Final concepts are likely to include variations and/or combination of concept components. The draft concepts were discussed by the CH 101 CAC on December 17, 2009. Based on feedback from the meeting, several additional considerations were requested including: 1. For each long term visioning concept, a description of near-term public strategies should be considered to help build an understanding on how the long term vision could be realized. We have prepared and attached a near-term investment strategy diagram for each of the long term visioning concepts. Near-term investment strategies are subject to change based on input from city staff and council, county staff and board, public input, and the CAC. These strategies are meant to illustrate initial steps that may occur in the evolution of the corridor and district over time. 2. Most of the long-term concepts include substantial changes to recent investments in Huber Park. Additional concepts are being developed that lessen the impact to this public asset while trying to improve local connectivity between downtown and the river front area as well as improve access management on CH 101. These concepts will be presented at the January 5, 2010 Council meeting. Next Steps: A public information meeting is scheduled for Monday, January 11, 2010 to present these long term concepts and near-term investment strategies. Input received at this meeting, along with input received at the January 5,2010 City Council Meeting and at the December 17, 2009 CAC meeting, will be used to develop a final staff recommendation to the City Council and County Board.
