City of Shako pee MEMORANDUM TO: Mayor and City Council Pamela Punt, Councilor-Elect Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator SUBJECT: Authorization to Purchase New Water Heaters for Community Center DATE: December 15, 2009 Introduction The City Council is asked to authorize the purchase oftwo new, high-efficiency water heaters for the Community Center at a cost not to exceed $17,000. Background There are currently two inter-connected 100 gallon water heaters at the Community Center, one of which we recently discovered to be leaking. The current units are original to the building, making them approximately 14 years old. It has been determined that the leaking unit cannot be fixed and, because they are inter-connected, we cannot turn offthe leaking unit and run only the remaining unit. Additionally, because of the age of both units and the labor and piping resulting from them being inter-connected, it is more cost effective to replace both at the same time, even though one is currently still working. (The average lifespan for this type of water heater is approximately 12 years and these units have already exceeded that.) Therefore, staff is recommending that both water heaters be replaced and that they be replaced with more energy efficient units. The current units have an 80% energy efficiency rating, while the proposed new units are 95% energy efficient. These two water heaters provide hot water for approximately 18 showers and 40 sinks throughout the Community Center and ice arena. Budget At this time staff has only been able to obtain one quote for the project, but we are working on obtaining a second. The quoted price from Minnesota Plumbing and Heating is $16,588 plus the cost of the necessary permits and recommended surge protectors. Weare currently on track to under-spend the 2009 utility budget for the Community Center building by more than $20,000. (In part due to savings from the energy-efficient lighting installed in the gym, fitness room and ice arena last December.) Therefore staff is recommending that these remaining funds be used to pay for the new water heaters, which in turn should further lower the building's utility bills in future years. Staff is seeking Council authorization to proceed with replacement of the water heaters at a cost not to exceed the current quote, with the commitment that we will obtain a second quote prior to proceeding with the project. Given the fact that the next City Council meeting is not for three weeks and we are currently heating water only to have it leak out, it is important that we obtain approval at the December 15 Council meeting. Relationship to Vision This is a housekeeping item. (F). Requested Action If it concurs, the Council is asked to offer a motion to authorize the purchase and installation of two new 95% energy efficient water heaters for Community Center, at a cost not to exceed $17,000.
