Michael Leek, Community Development Director SUBJECT: Request of Adam Dedeker and Tania Richter for FILP funding for window, door and awning replacement, new shakes/shingles, and signage for Karizma at l26 Lewis Street South. MEETING DATE: December 15,2009 INTRODUCTION: The City received the attached application for a loan under the Downtown and First A venue Fayade Improvement Loan Program. Karizma is a new business that will be occupying the former Betti Lu's storefront. The new owners are proposing a number of improvements to the front and rear facades, including replacement of the glass windows, the front and rear doors (both of which have some cracks and/or have been damaged) and new shakes/awning and signage. The EDA is asked to direct staff whether to prepare a loan agreement for up to 50% of the fayade improvement costs. DISCUSSION: The proposed improvement is the replacement of doors and windows at an estimated cost of $ll,385.00, a new awning at a cost of $8,479.79, a new projecting sign at a cost of$3,997.79, and replacement of the pink shingles at a cost of$l,550.00, totaling $25,4l2.58. In this case, one-half of the cost would equal $12,706.29. The EDA should be aware that there is not a specific funding allocation for this program, and that if approved, funds would need to come from the EDA Funds budget, as directed by the City Finance Director, and that the EDA will need to approve a budget amendment for this program. DESIGN REVIEW COMMITTEE RECOMMENDATION: On Tuesday, November lO, 2009, the president of the Downtown Partnership, Mike Beard, and the chair ofthe Historic Preservation Advisory Committee, Jay Whiting, met with Community Development staff to review the FILP applications. After discussion, the committee recommended not granting the requested loan for the replacement of windows and doors for the reason that there would be no substantial visual change or enhancement of the current building facade. However, the committee did recommend granting the requested loan for the awning, signage and shingles improvements, equaling an amount of$7,Ol3.79, as they felt those improvements were consistent with the program guidelines. In the case of improvements that do not require a city-issued building permit, the applicant must submit the name and state license number of the contractor completing the work and agree to an inspection of the work by a city building official. Loan Disbursement Awarded loan funds will be dispersed to the applicant upon submittal of receipts or invoices for supplies purchased and work completed. V. RECOMMENDATIONS I OBSERVATIONS Exterior Walls . Major Concern, Repair: The wood siding should be painted to preserve the building. . Repair: Localized rot was observed in the siding. Following repair of the damaged areas (which should be combined with exterior painting/maintenance) proper maintenance of the siding and control of water from roof or surface runoff can avoid further damage. . Repair: The siding is aging noticeably and should, eventually, be replaced. In the interim, localized repairs may be necessary. Siding replacement isa significant expense. Exterior Eaves . Repair: The soffit and fascia should be painted. . Monitor: Localized rot was observed in the fascia (the wooden board to which the gutter is typically fastened). Improvement is not necessary at present, although 1his condition should be repaired when exterior painting or maintenance are planned. LIMITATIONS OF EXTERIOR INSPECTION As we have discussed and as described in your inspection contract, this isavisual inspection limited in scope by (but not restricted to) 1he following conditions: . The inspection does not include an assessment of geological, geotechnical, or hydrological conditions, or environmental hazards. . Screening, shutters, 8\'fflings,or similar seasonal accessories, fences, recreational facilities, outbuildings, seawalls, break- walls, docks, erosion control and earth stabilization measures are not inspected unless specifically agreed-upon and documented in this report. Typical flaws were observed in some areas. General Condition of Windows and Doors Average Quality Doors and Windows General Condition of Floors The floors of the home are relatively level and walls are relatively plumb. RECOMMENDATIONS I OBSERVATIONS Wall I Ceiling Finishes - Monitor: Water staining was noted in various locations. Floors e Monitor: The carpet is stained in various locations. - Repair: The trim is loose in various locations. - Repair: The installation of the trim is incomplete in various locations. Windows - Repair: The windows in various locations are in mild disrepair. This is a common condition that does not necessitate immediate major repair. Trimming and adjustment, hardware improvements and glazing repairs would be logical long term improvements. In practice, improvements are usually made on an as needed basis only. The most important factor is that the window exteriors are well-maintained to avoid rot or water infiltration. . Monitor: The windows show evidence of condensation. Controlling indoor humidity levels and/or improving window efficiency (window replacement or sash updating) would help to control this condition. Window replacement or sash updating can be a significant expense. DOOR - Repair: Doors in various locations should be trimmed or adjusted as necessary to work properly. Stairways . Repair, Safety Issue: For improved safety, it is recommended that a railing be provided for the in various locations stairway. Discretionary Improvements Install new exterior lock sets upon taking possession of the home. LIMITATIONS OF INTERIOR INSPECTION As we have discussed and as described in your inspection contract, this is a visual inspection limited in scope by (but not restricted to) the following conditions . Furniture, storage, appliances and/or wall hangings are not moved to permit inspection and may block defects. . Carpeting, window treatments, central. vacuum systems, household appliances, recreational facilities, paint, wallpaper, and other finish treatments are not inspected.
