Background In 2007, the City Council approved the Fire Department to proceed in its first selection process to hire its part-time positions. Prior to the selection process part-time positions were elected into officer's position by a majority vote of the firefighters on the Fire Department. In, the selection policy, the number of firefighters holding each position shall be established in the annual operating budget of the Department. Part-time positions shall be selectedto serve a two-year term corresponding to two calendar 'years. Part-time positions, shall receive an annual salary, to bepai~in twelve monthly increments. The salary level for each position shall be set annually by the City Council. The part-time positions that were selected in November 2007 are ending. The two-year term ran :from January 1, 2008 until December 31? 2009. At its May 5, 2009 meeting, the City Council approved a revised selection process policy for part-time positions of the Fire Department for 2010. Along with the revised job description which was approved at the July 21,2009 City Council meeting. The selection process requires interested candidates applying for a part-time position shall be required to submit a letterof application stating their name, position applying for and qualifications to hold that position. Interviews for the upcoming term (2010-2011) were conducted in November 2009. Recommendation Staff recommends the appointment ofthe following individuals to a two-year term (2010-2011) for the positions listed: Assistant Chief of Operation: David Judd Deputy Chief of Training: Marty Glynn Deputy Chief of Engineering: Ryan Yttreness .... Station Captain: David Giddings Tom Pitschneider Lieutenant: Trevor Geis Tom Breeggemann Dan Pauly Shawn Remme Engineer: John Clay Darren Giese SeBA Coordinator: Allen Johnson Scott Davis Budget Impact The positions listed above are paid a salary for their work as officers. The total salary cost for I these 13 individuals is $33,670 and was included in the Fire Departmerit's 2010 budget. There was no increase to the total salary cost for these part-time positions from 2009. Relationship to Vision Hiring, training and retaining qualified individuals to serve as fire officers for the City of Shakopee contributes to Goal B - a high quality oflife for residents. Requested Action ~If it concurs, the Council should offer a motion to appoint the following named individuals to the indicated officer position within the Shakopee Fire Department, effective January 1, 2010: David Judd, Assistant Chief of Operation; Marty Glynn, Deputy Chief of Training; Ryan Yttreness, Deputy Chief of Engineering; David Giddings and Tom Pitschneider, Station Captains; Trevor Geis, Tom Breggeman, Dan Pauly, and Shawn Remme, Lieutenants; John Clay and Darren Giese, Engineers; and Allen Johnson and Scott Davis, SCBA Coordinators.
