MEMORANDUM
cor~SEtJT
TO: . Mayor and City Council
Pamela Punt, Councilor-Elect
Mark McNeill, City Administrator
FROM: Kris Wilson, Assistant City Administrator
SUBJECT: Adoption of2010 Pay Plan for Non-Union Employees and Elected Officials
DATE: November 23, 2009
Introduction
The City Council is asked to adopt the 2010 pay plan for the City's non-union employees and
extend the existing monthly salaries for elected officials.
Background
As a result of the current economic climate and the City's financial situation, the 2010 budget
does not include funding for any cost ofliving adjustment to employee wages for 2010. The
budget does however maintain funding for step increases for eligible employees (those who are
not yet at the top step oftheir pay grade.) Therefore the C0uncil is asked to adopt the attached
pay plan which reflects no changes from the 2009 pay plan other than a change in the date and
the elimination of two positions no longer filled or budgeted for - Graduate Engineer and
Natural Resource Coordinator.
The attached Resolution also extends the existing monthly salary amounts for the positions of
Mayor and City Councilor, which remain unchanged since 2006.
Budget Impact
The step increases provided for within this pay plan are estimated to cost approximately $78,000,
which has been accounted for in the 2010 budget.
Relationship to Vision
This agenda item is related to Goal E: Financially Strong.
