Technology Request-Audio Visual Systems CITY OF SHAKOPEE Police Department Memorandum s. c,;L I CONSENT To: Honorable Mayor, City Council, Council-Elect Pamela Punt Mark McNeill, City Administrator '---, From: Craig Robson, Captain Subject: Police Department Technology Request - Audio Visual Systems Date: December 1, 2009 INTRODUCTION The Police Department is seeking Council approval to purchase hardware and software to upgrade the department's audio visual and surveillance system, with funding from the Telecommunications Fund's R& D money and the Police Department's DWI forfeiture funds. BACKGROUND Currently the police department employs two separate audio visual systems. The first system is a digital surveillance system that records movements in and around the building on a non-networked computer. The second audio visual system is an analog recording system used for custodial and non-custodial statements. These recordings are made on VHS tapes. These systems are currently damaged, unstable and quickly becoming obsolete. The police department brought the proposal to consolidate and upgrade its audio visual systems to the Telecommunications Advisory Commission (T AC) at its November meeting. The TAC is recommending to Council the use ofthe $35,000 in the Telecommunications Funds' 2009 R&D allocation for this project. BUDGET IMPACT The Telecommunications Advisory Commission is recommending use of the $35,000 in 2009 R& D funds toward this project, which has a total cost of$39,175. Funds exist in the department's DWI forfeiture account to cover the remaining cost and there is no impact to the police department's General Fund budget. Authorize appropriate City staff to purchase hardware and software to upgrade the department's audio visual and surveillance system, and to utilize DWI forfeiture funds to help fund the project. 2. ACTION REQUESTED: If council concurs, they should by motion, approve the purchase of hardware and software to upgrade the police department's audio visual and surveillance system using $35,000 :from the Telecommunications Fund and an estimated $4,175 ofDWI forfeiture funds to help fund the project.
