Introduction
The City Council is asked to adopt the attached resolution, amending the Pay Plan for Part-Time,
Temporary and Seasonal Employees.
Background
In preparing to fill a small number of seasonal positions for the upcoming winter, staff conducted
a comparison of the City's wages for Outdoor Rink / Warming House Attendants and On-Call
Snow Plow Operators. The results, which are attached, suggest that we are paying more than we
need to for Outdoor Rink /Warming House Attendants. Therefore staff is suggesting that the pay
for this position be lowered to bring it more in line with the average of what was found for other
metro-area cities. We were unable to find comparisons with other cities for the On-Call Snow
Plow Operator position, but a check with a local, private-sector company that plows snow for
various businesses around town found that our current wages for this position appear to be in-
line with the local market and therefore do not need to be changed at this time.
Secondly, I am taking this opportunity to recommend some very modest clean-up of the Part-
Time, Temporary and Seasonal Pay Plan to bring our hourly wages to more common-sense
. dollar amounts (such as paying $12.00 an hour instead of$l1.99 or $8.00 instead of$8.04). The
pay grades recommended for such clean-up at this time are at the upper and lower ends of the
plan - largely because we have very few individuals employed in these categories at this time of
year, so now is a fairly non-disruptive time to make these adjustments.
No across-the-board cost of living adjustment has been budgeted for employees for 2010,
therefore the attached Resolution authorizes payment of these wage rates effective September 28,
2009, until further notice. This coincides with the start of the current pay period and eliminates
the need to return to Council in a few months to adopt a 2010 Pay Plan with the exact same
dollar figures.
Budget Impact
The budget impact of these changes is extremely small and can be accommodated within adopted
division budgets.

Requested Action: If the Council concurs, it should offer Resolution No. 6945, A
RESOLUTION AMENDING THE PAY PLAN FOR P ART-TIME, TEMPORARY AND
SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE, and move its adoption.

RESOLUTION No. 6945
A RESOLUTION AMENDING THE PAY PLAN FOR PART-TIME, TEMPORARY
AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that Resolution No. 6856, A Resolution Adopting the 2009 Pay Plan for Part-
Time, Temporary and Seasonal Employees of the City of Shako pee, is hereby amended as
reflected on the attached, effective September 28, 2009.
BE IT FURTHER RESOLVED that the attached Part-Time, Temporary and Seasonal
Pay Plan supersedes all previous authorization of wages for Part-Time, Temporary and Seasonal
Employees and shall remain in effect until such time as the City Council of the City of Shakopee,
Minnesota takes further action.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this 6th day of October, 2009.
