INTRODUCTION:
The Police Department is requesting Council approval to promote Sgt. Chris Dellwo to the
position of Captain.
BACKGROUND:
One of the Police Department's two Captains positions has been vacant since the promotion of
Jeff Tate to Police Chief / Emergency Management Director earlier this year. At a workshop
meeting in August the Council discussed the existing vacancies in the Police Department and
their budget impact and authorized staff to proceed with filling the vacant Captain position.
Therefore, the Police Civil Service Commission conducted the necessary testing to create an
eligible register for the position of Captain. The following names are the top candidates
currently listed on the eligible register, presented in alphabetical order.

The Civil Service Commission traditionally forwards the top three names on the eligible register
to the Appointing Authority (City Council), however, in this case there were only four
individuals eligible to compete for the promotion and only two applicants ultimately applied for
the position.
Chief Tate recommends that Chris Dellwo be promoted to the position of Captain. Sgt. Dellwo
joined the Shakopee Police Department in January of 1995 and was promoted to Sergeant in
Aprilof2001. He recently completed a four year assignment as Commander ofthe Southwest
Metro Drug Task Force. He holds a Bachelor of Science in Psychology from S1. Johns
University in Collegeville, Minnesota.
VISIONING RELATIONSHIP
Having qualified individuals in leadership positions within the Police Department contributes to
a vibrant, resilient and stable city (Goal D).
RECOMMENDATION:
Staff recommends that the City Council authorize promoting Sgt. Chris Dellwo to the position of
Captain, at Step D of Grade 10 of the City's 2009 Pay Plan for Full-Time Employees ($85,577
per yr).
As a result of the switch from a non-exempt Sergeant, eligible to earn overtime, to the salaried
position of Captain, this amounts to a very small pay increase for an individual being promoted.
Therefore, staff also recommends that Council authorize a step increase to Step C of Grade 10 of
the pay plan upon successful completion of the required six-month probationary period for newly
promoted officers. (Typically an employee would not be eligible for a step increase until a full
year has elapsed.) This salary can be accommodated within the preliminary Police Department
budget that has been established for 2010.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the promotion of Sgt. Chris Dellwo to
the position of Captain, starting at Step D of Grade 10 of the City's 2009 Pay Plan for Full-Time
Employees, and eligible for an increase to Step C upon completion ofthe required six-month
probationary period.
