We are very familiar with the survey requirements for street reconstruction projects in the City of Shakopee. It is our understanding that this project consists of approximately 5300 linear feet of street and utility reconstruction on urban streets near the downtown area. The streets slated for reconstruction are as follows: . Minnesota Street, from Shakopee Avenue to east-west alley, north ofih Avenue . Dakota Street, from Shakopee Avenue to Milwaukee Court . ih Avenue and 8th Avenue, from Market Street to 300' east of Dakota Street . Shakopee A venue, from Main Street to Market Street, including the intersection on Market Street and 100 feet each way on Market Street Our proposal to complete this work is as follows: I. Preliminary Desi2n Surveys: The survey control for the project area will be established with our Trimble GPS receivers. The horizontal datum will be on the Scott County Coordinate System, (NAD 83/86). The vertical datum will be on the NA VD88 sea level datum. This is consistent with other survey projects we have completed for the City. We will provide a complete topographic survey of the project area extending 10 feet beyond the existing right-of-way lines. Cross section data would be collected at 50-foot intervals and, at a minimum, will include the centerline, gutter-line, top of curb, sidewalk, right-of-way line and extend 10 feet past the right-of-way line, as well as any grade breaks along the cross-section. Cross-sections will also be taken and all high and low points along these roadways. All topographic features will be located including, but not limited to, match in points, manholes, catch-basins, hydrants, valves, curb stops, both sides of all driveways every 10 feet extending 20 feet beyond the right-of-way, trees, light poles, street signs, property irons to establish existing right-of-way, and other visible private utility company installations. PILETTER PROPOSALSIShakopeel2010 ReconlO90309ltrjw.doc Minneapolis I St. Cloud Equal Opportunity Employer Mr. Jeff Weyandt, PE Assistant City Engineer City of Shakopee September 3, 2009 Page 2 Manhole reports will be prepared including inverts, pipe sizes, and pipe type of all sanitary sewer manholes, storm sewer manholes, and catch-basins. We will coordinate the boring locations with ITCO Allied Engineering and perform the Gopher State One Call for the locates on the private underground utility installations. After the private utility locates have been marked in the field, we will stake the boring locations and survey the private underground utilities that have been marked in response to our Gopher State One Call locate request. We will coordinate the location of all curb stops with Shakopee Public Utilities Commission. The survey data will be delivered to you in a comma-delimited ASCII file, which will include the point number, northing, easting, elevation and description of all survey shots taken in the field. The survey will be completed and the data delivered to the City within 5-7 working days of the private utilities being marked in the field in response to our Gopher State One Call locate request and the curb stops being located by Shakopee Public Utilities. Weare proposing to complete this preliminary design survey work on an hourly reimbursable basis, with a not-to-exceed fee of $6750.00. II. Construction Staking:: WSB will provide the construction staking required for this project on an hourly reimbursable basis, with an estimated fee in the $18,000.00 to $23,000.00 range. Final cost will depend on the actual needs of the contractor. This estimate includes mileage, hubs, lathe, and final as-built survey data for the City to use in the preparation of the record drawings. Our estimated survey crew rate for 2010 is $140.00/hour for a 2-person crew and $ 167.00/hour for a 3-person crew. We anticipate that the vast majority ofthe work will be performed with a 2-person crew. Weare available to start the preliminary design survey work as soon as it is authorized. Thank you for considering WSB for your surveying services. We look forward to working with you and greatly appreciate the opportunity to assist you and your staff in the completion of this project. This proposa11etter presents our planned scope of work and the associated fees for this proj ect. The purpose of our work would be to obtain information regarding subsurface conditions: The project site is located along Shakopee Avenue from Main Street to Market Street, Minnesota Street from Shakopee A venue to where it ends north of 7u, A venue, Dakota Street from Shakopee A venue to 6th Avenue, and 7th and 8t11 Avenues from Market Street to Y2-block east of Dakota Street, Shakopee, Scott County, Minnesota. The site consists of existing roadways which are proposed to be reconstructed. rTCO Allied Engineering proposes to put down nine borings on the site at locations to be determined. With this proposal we assume that the project site is accessible for a truck mounted drilling rig. Ifwe find that the site is inaccessible to our drilling rig, we will contact you to discuss other field exploration options. Flagging or other traffic control is not included in this proposal. If this is necessary it would be done at additional cost. The borings will be Standard Penetration Test (SPT) borings with samples taken every 2.5 feet. SPT borings are recommended because they provide a more accurate soil profile than other types of borings. We have also included costs for conducting 9 gradation tests and 9 P.1. tests in order to determine the AASHTO soil classes and estimate the R-values. Ifpavement subgrade soils consist of sandy soils the P.I. tests would not be necessary. The results of our field exploration program, along with the boring logs and a boring location diagram would be presented in a final engineering report. The fees for our field exploration are presented in the following table. 1 ~u,g, 3.1 OS OS:lSa p.3 Quantity Units Unit Cost Extended Total Mobilization 1 L.S. $300.00 $ 300.00 SPT Borings (9 borings) 108 L.F. $ 15.00 $1620.00 Pavement Patches 9 Each $ 5.00 $ 45.00 Gradation Tests 9 Each $ 70.00 $ 630.00 P.1. If deeper sampling and/or additional borings are recommended, we will notify you and obtain your authorization, prior to proceeding with this work. The cost for our services would not exceed the estimated total cost given herein, unless unanticipated conditions are encountered and your authorization is obtained.
