SUBJECT: Recycling Options; Refuse Collection Contract

Comment:
Introduction:
The City Council is asked to consider a request from Dick's Sanitation to extend their
current contract with the City for an additional five year period of time. This would be to
accommodate a "one sort" recycling system.
Background:
City Code requires that all customers that have municipal sewer and water be served by
, the City's contracted provider. Dick's Sanitation currently has a five year contract with
the City for garbage and recycling collection, which expires March, 2011. The current
contract was negotiated as an extension to an initial five year contract.
Attached is a letter dated August 4th from Dick's. In it, they propose to go to a "one sort"
recycling system, where all of the recycling materials that are generated by a customer
are placed into a roller container, which would be identical to the current Dick's garbage
bins. The collected materials are then sorted mechanically at a central processing
location.
The one sort system encourages recycling, in that it is very easy for the homeowner to
participate. The current bin system requires the owner to bundle or bag newspapers,
which is not needed in the one sort system. Overall, a one sort system results in more
recycling tonnage collected, and less wear and tear on the streets. (As a trade-off, Dick's
would do recycling collection every other week rather than every week.) The containers
are more wind resistant and pest-proofthan the current recycling bins.
The downside is that the material collected is "dirtier" and so a smaller percentage of
what is collected is actually able to be recycled. I am aware of one suburb that has
previously offered the one sort system that has dropped the system and reverted to the
previous traditional recycling bins.
In order for Dick's to justify this investment of$1.1 million (the amount needed to
purchase the containers), they ask that their current contract be extended for an additional
five years.
Recommendation:
Given the fact that at the end ofthis contract it will have been 10 years since the city's
garbage contract was last put out for proposals, and given the interest from many of the
callers to City Hall to have us explore other options (ranging from changing the
contracted provider, to going to an "open" system), staff recommends that the one sort
system request be tabled for now, and that more information be provided on recycling
and contract renewal alternatives.
Relationship to Visioning:
This supports Goal D, "Vibrant, Resilient, and Stable".
Action Required:
If the Council concurs, it should direct staff to return with information on recycling and
garbage collection contract options.

Shakopee for a five year period
